Performance Work Statement

1. Introduction. Maintenance of the Uninterruptable Power Source (UPS) is required and beyond the scope and capability of on-site personnel. This maintenance task consists of two scheduled Periodic Maintenance checks, unscheduled troubleshooting, and repair as necessary and replacement parts. Currently the battery is at the end-of-life cycle as of 10/2023 and needs to be replaced. FACSFAC VACAPES requires replacement batteries delivered at the facility, stress-test/load testing, testing each battery individually, inspecting the capacitors and solder welds within the (UPS) system.

2. Background: The command currently maintains contracts with TRU-POWER for routine required maintenance. The (UPS) system is no longer manufactured and many of the parts are obsolete due to the current (UPS) system being phased out.

Additionally, these batteries are "direct replacement" parts/components for existing equipment, and the only suitable batteries for this system. Tru-Power Uptime Solutions is authorized service provider, located in Richmond. VA and available within two hours for emergency repair calls as follow up maintenance service is required in the future.

3. Requirements

The activity requires quantity of 120 Enersys 12HX400FR batteries including installation of batteries, testing and measuring, drop-test, and inspection and assessment of the internal components of the main inverter system. Contractor will utilize direct shipping to the loading dock at the facility for receipt.

5. Special Requirements/Applicable Directives and References

No security clearance requirements are needed by the facility as the work performed will be conducted within an open/authorized area. Access will be assigned to technicians present for the project and will notify the quarterdeck sentry at building 3030 for work start and end, in which will notify N4 Maintenance Department. A project schedule shall be provided to N4 Maintenance Department for tracking, in turn we will notify the chain of command of any substantial events in the project that will affect power to the facility that could impact Air Traffic Control operations.
