About this file

This is a Past Performance evaluation document that outlines the requirements for quoters responding to the Exterior Glass Cleaning RFQ (Solicitation Number 1232SA26Q0594) issued by the Department of Agriculture Agricultural Research Service. Quoters must submit two to three past performance projects from work performed within the last three years on contract vehicles of similar or larger size, scope, and complexity to the current requirement. Each past performance submission must include the project title, scope description, contract/order/BPA number, contract type and period of performance, award amount, contracting agency, COR contact information, contracting officer contact information, project status, and a brief narrative explaining the reference's relevance to the current effort. A minimum of two references must demonstrate the quoter's experience as a prime contractor, while additional references may be from subcontractor experience.

The Government will evaluate past performance submissions on a Go or No-Go basis, considering the quality of the contractor's demonstrated performance as it relates to the probability of success for the required effort. The Government reserves the right to obtain reference information through sources other than those provided by the quoter. Quoters are cautioned that failure to provide current and accurate point of contact information may negatively impact the Government's ability to conduct reference checks and evaluate the quotation. This is a Total Small Business Set-Aside with a small business size standard of $22 million, and quotations are due by May 7, 2026 at 1:00 PM PT.

Text version

Past Performance The past performance evaluation factor assesses the degree of confidence the Government has in an Offeror’s ability to provide services that meet Users’ needs, based on a demonstrated record of performance.

Quoters shall provide two (2) to three (3) projects describing their past performance on the projects under contract vehicles similar (or larger) in size, scope, and complexity to those requirements outlined in this RFQ. Recent is defined as within the last three years. Relevant is defined as work similar in complexity and magnitude of the work described in this Statement of Work.

Past Performance Submissions should include the following information:

§ Project title § Description of the project, scope, and responsibilities § Contract/Order/BPA number § Contract type and period of performance

· Contract Award Amount § Government Agency/Organization § COR’s name, address, and phone number § Contracting Officer’s name, address, and phone number or email address § Status (e.g. complete, ongoing, etc.)

§ A brief narrative of why the reference is relevant to this effort

At least two of the references provided shall be based on the Quoter’s performance as the prime contractor, and the others may be from subcontractors. Please make sure the point of contact information is current – failure to provide current information may have an adverse impact on the Government’s ability to evaluate your quote.

The Government may also consider information obtained through other sources. Past performance information will be utilized to determine the quality of the contractor’s past performance as it relates to the probability of success of the required effort and will be given a Go or No-Go rating.
