About this file
This document is a Packaging Requirements specification (AFMC Form 158) for federal contract FD20202600379-00, issued by the 406 SCMS/GULAA organization on February 3, 2026. The document establishes packaging and marking standards for multiple line items under this purchase instrument.
The primary packaging requirement addresses Wood Packaging Material (WPM) compliance with United Nations restrictions on invasive species, specifically the pinewood nematode. All wooden lumber, pallets, and containers must be constructed from debarked wood and heat-treated at 56 degrees Celsius (133 degrees Fahrenheit) for a minimum of 30 minutes, with certification from an agency accredited by the American Lumber Standards Committee (ALSC). This requirement applies to shipments worldwide, including those routed through Air Logistics Centers (ALC), Container Consolidation Points (CCP), or other bases. Reference documentation includes the latest revision of International Standards for Phytosanitary Measures (ISPM No. 15).
The document specifies two primary packaging standards: MIL-STD-2073-1 Revision E (Standard Practice for Military Packaging) and MIL-STD-129 Revision R (Standard Practice for Military Marking). One line item (5999015528118GO) requires packaging in accordance with MIL-STD-2073-1 with SPI MIL B F015528118 (dated 27 March 2019). Six additional line items (5999DTG2601C2 through 5999DTG2601C7) require no specific packaging data. Shipping container marking must comply with MIL-STD-129 standards and may include additional requirements such as unit serial numbers, original equipment manufacturer (OEM) names, or OEM model numbers as specified on the AFMC Form 158. Charles B. Davis serves as the packaging specialist and can be contacted at 801-777-4454.
