Asbestos Survey Report Summary

This is an asbestos survey report for the Museum of the Plains Indian, a 16,000-square-foot, two-story building located at 19 Museum Loop in Browning, Montana. The survey was conducted by TD&H Engineering on April 28-29, 2025, pursuant to Task Order 140D0425F0410 issued by the U.S. Department of the Interior's Indian Arts and Crafts Board. The survey identified and sampled suspect asbestos-containing materials (ACMs) using polarized light microscopy analysis through CA Labs in Baton Rouge, Louisiana, and EMSL Analytical in New Jersey for quality assurance verification. Five homogeneous areas tested positive for asbestos: knockdown wall surface texture (2% chrysotile), white surfacing (2% chrysotile), popcorn texture (2-3% chrysotile), straight run pipe insulation (15% amosite, 5% chrysotile), and pipe joint patching (6% chrysotile). One additional area—X-50 pre-insulated pipe sleeve stock—was assumed to contain asbestos but not sampled due to pipe integrity concerns. Thirty-four other materials tested negative for asbestos. Materials were categorized under NESHAP regulations as either Category II non-friable or Regulated Asbestos-Containing Materials (RACM).

The cost estimate for asbestos abatement totals materials across 3,900 square feet of knockdown texture, 6,400 square feet of white surfacing, 5,600 square feet of popcorn texture, 800 linear feet of pipe insulation, 300 linear feet of pre-insulated pipe, and 260 pipe joints, with costs including contractor mobilization, overhead and profit (20%), Montana DEQ permitting, and construction administration (10%). The report emphasizes that Category II materials in non-friable condition may be removed unregulated, but any grinding, sawing, or abrading converts them to regulated RACM requiring state-accredited abatement contractor involvement and EPA notification at least ten working days prior to disturbance. All future renovation and demolition activities must reference this survey report to ensure proper asbestos handling and regulatory compliance.

Bratslavsky Consulting Engineers, Inc. (BCE) contracted with TD&H Engineering (TD&H) to perform an asbestos survey in accordance with the requirements of TO 140D0425F0410.

TD&H Engineering performed an asbestos survey of the Museum of the Plains Indian facility on April 28th and 29th, 2025. The purpose of this project is to provide an inventory of building materials that may contain asbestos and a cost estimate for the remediation of identified asbestos-containing materials (ACMs). This asbestos survey report should be kept on site during all future renovation and demolition activities.

PROJECT DESCRIPTION

The building is an approximately 16,000-square-foot, two-story building with a concrete basement known as The Museum of the Plains Indian (MPI). The exterior is brick and mortar.

Interior walls and ceilings are generally finished with plaster, and floors are typically vinyl composite tile (VCT) on the first and second floors. A basement occupies the entire footprint under the building. The basement walls, ceilings and floors are primarily poured concrete with concrete masonry units (CMU) and brick-and-mortar. A natural gas boiler that provides radiant heat to the facility is located within the basement, and exposed insulated hot and cold-water lines are routed along the ceiling throughout the basement. The second floor was used for storage during the time of the survey, and the first floor was used to display arts and artifacts of various Northern Plains Tribal peoples. Representative photographs taken during the survey are provided in Appendix A.

The survey was limited to portions of the building interior and exterior. The scope of work excluded from the inspection of the following materials:

• Roofing materials

• Detachable components, such as cupboards, counters, electrical outlet covers, light diffusers, and furniture

• Underground building materials

ACM is defined as any material or product that contains more than 1% asbestos. The National Emissions Standards for Hazardous Air Pollutants [NESHAP – 40 Code of Federal Regulations (CFR) 61], the United States Occupational Safety and Health Administration (OSHA) regulate asbestos due to the respiratory hazard that airborne asbestos fibers present. The survey was performed by Mr. Kyle Groves of TD&H, a Montana-accredited asbestos inspector, in accordance with the United States Environmental Protection Agency (EPA) – Asbestos Hazards and Emergency Response Act (AHERA) regulation 40 CFR 763.

Documentation of accreditation is provided in Appendix B.

Building materials were identified, categorized, numbered, and placed into homogeneous areas (HAs) for sample collection and laboratory analysis. The number of samples collected from building materials identified during the inspection is based on the following:

• Surfacing Materials: At least three samples for surfacing materials that are 1,000 square feet (SF) or less, at least five samples for surfacing materials that are greater than 1,000 SF but less than or equal to 5,000 SF, and at least seven samples for surfacing materials that are greater than 5,000 SF.

• Thermal System Insulation: Three samples from each HA of thermal system insulation, which may include but is not limited to boiler insulation, mudded fittings, and expanded vermiculite insulation.

• Miscellaneous Materials: Three samples from each HA of miscellaneous material, such as ceiling tile, wallboard system, cove base mastic, floor tile and mastic, concrete, roofing materials, and brick mortar.

• Materials Less Than 160 SF or 260 LF: At least one sample from each HA of patching material, such as replacement floor tiles or patching plaster, and materials of less than 160 SF in total area or 260 in linear footage of thermal system insulation.

A total of 40 suspect building materials were identified during the survey. Bulk samples were collected from the building in accordance with the currently recognized standard protocol developed under AHERA. Bulk samples were placed into containers and shipped to CA Lab, LLC (CA Labs) in Baton Rouge, Louisiana, for analysis using Polarized Light Microscopy (PLM) in accordance with the EPA Method 600/R-93/116. CA Labs is accredited through the National Institute of Standards and Technology’s (NIST) National Voluntary Laboratory Accreditation Program (NVLAP). The point-counting technique employed by CA Labs in the analysis of these samples has a limit of detection of approximately 0.1% by volume on samples that contained asbestos at concentrations under 1%.

A total of five HAs sampled during the survey were determined by laboratory analysis to contain asbestos in quantities greater than 1%, and one HA was assumed to contain asbestos.

TD&H collected a duplicate sample from surfacing material in accordance with the Quality Assurance/Quality Control (QA/QC) protocol established according to EPA 560/5-85-024, June 20, 2025 PAGE NO. 3

June 1985, Guidance for Controlling Asbestos-Containing Building Materials. The duplicate QA/QC sample was transported to EMSL Analytical, Inc. (EMSL), in Cinnaminson, New Jersey, for analysis using PLM in accordance with EPA Method 600/R-93/116. The duplicate sample, which was collected from white surfacing material (HA S1.2), contained 2% chrysotile, which corresponds with the results from CA Labs. Based on these data, the QA/QC result is acceptable.

The pre-insulated piping associated with the heating system was observed within the basement hallways but not sampled since sampling would have compromised the integrity of the pipes. The pipes were labeled X-50 Pre-Insulated Pipe by TPCO, Method Patent No.

2,910,730. The patent document dated November 3, 1959, identified polyurethane foam used to fill elongated cavities. Polyurethane is not a suspect-ACM; however, the X-50 Pre-insulated Pipe Sleeve Stock may contain asbestos.

The HAs determined by laboratory analysis and the assumed ACM are shown in Table 1 below. The analytical reports provided by CA Labs and EMSL are provided in Appendix C, and sample locations are shown on Figures 1-3 in Appendix D.

All other HAs are listed as “None Detected” and are shown in Table 2. The analytical report provided by CA Labs is provided in Appendix C. Sample identification and locations are shown in Appendix D.

Following receipt of the laboratory report, building materials containing asbestos were placed into one of the following three categories using NESHAP criteria:

• Category I: Non-friable 1 asbestos-containing packings, gaskets, resilient floor coverings, and asphalt roofing products – all containing more than 1% asbestos.

• Category II: All non-friable materials containing more than 1% asbestos except those found in Category I.

• Regulated Asbestos-Containing Materials (RACM): Friable materials, Category I non-friable materials that will or may be subjected to sanding, grinding, cutting, or abrading; or Category II non-friable materials that have a high probability of becoming or have become crumbled, pulverized, or reduced to powder by forces expected to act on the material in the course of demolition/renovation operations.

According to NESHAP regulation 40 CFR 61.145 (c)(1)(i), any RACM or Category I or II ACM that may be rendered friable during demolition or renovation activities must be properly abated prior to beginning the project. Abatement must be overseen by someone with training as a “competent person” per OSHA. NESHAP also requires that any demolition or renovation activities be free of visible dust or fugitive emissions from any regulated substances, including asbestos. All building materials should be adequately wetted to prevent release of particulate. Depending on the type of future abatement work planned, OSHA regulations may require personal air monitoring and the use of engineering controls.

It is a requirement under NESHAP regulations that at least ten working days prior to an asbestos abatement project, a written notification must be provided to the EPA. In the Tribal Territories in Montana, notification of asbestos abatement is mailed to EPA Region 8 Asbestos NESHAP Coordinator in Denver, Colorado.

RECOMMENDATIONS

The following recommendations for materials containing asbestos are based on our observations.

A total of five areas of ACM were identified.

The Category II wall surface texture materials were non-friable at the time of the survey and, if maintained in a non-friable state, may be removed in an unregulated fashion under state and federal law. Any grinding, sawing, abrading, or pulverizing of the Category II asbestos-containing materials will render those materials friable and regulated (RACM).

Per OSHA, asbestos removal for Category II ACM in a non-friable “intact” condition must be overseen by a “competent person” holding current accreditation as an Asbestos Contractor/Supervisor. If it is feasible to remove these materials in a non-friable manner, asbestos abatement permitting will not be required. Limited air monitoring may be necessary for OSHA compliance.

Asbestos abatement for RACM must be performed by a state-accredited abatement contractor. All personnel involved in the disturbance or removal of building components assumed to contain asbestos, or identified as asbestos-containing, must adhere to EPA asbestos certification criteria.

ASBESTOS ABATEMENT COST ESTIMATE

The budget estimate for the ACMs identified during this survey is presented in Table 3 below using the following assumptions:

Free and clear access to the work area during working hours.

One mobilization to complete the abatement of all ACMs.

Power and water at no cost to Contractor.

Protect in place all above ceiling electrical wiring, fire alarm, and WiFi cables.

Does not include the demolition of any building components other than the ACM.

Any required inspections and air testing is provided by the building owner or owner’s representative.

Work hours 8:00am to 5:00pm Monday through Friday, unless otherwise scheduled in advance.

Not held responsible for packaging, moving or damage to items being moved, nor for providing storage and or inventory of these items. If storage or inventory is needed, the owner will provide what is necessary. Responsibility of any personal items is the owner’s.

No delays interfering with the diligent execution of the work beyond Contractor’s control will be encountered.

Abatement costs fluctuate widely based on contractor work loads and many other factors, and this initial cost estimate is only intended as an order-of-magnitude effort to guide planning. Data forming the basis for the cost estimates were from local projects that differ in scale and type and reflect conditions in early 2025. Economic factors can quickly affect abatement bids.

LIMITATIONS

This asbestos survey report was prepared based on information gathered during two site visits and interpretations of laboratory analytical results provided by CA Labs and EMSL.

The survey report is intended to provide information concerning the various types of building materials that were considered suspect for containing asbestos and to inform you of which building materials tested positive.

Most building components were visible and accessible at the time of our site visit. Additional suspect materials may be encountered during future construction activities. If work will disturb materials in addition to those included in this report, TD&H should be contacted and may need to be present during these activities.

This asbestos survey report is intended for use by Bratslavsky Consulting Engineers, Inc.

and their clients. The scope of services performed by TD&H Engineering may not be appropriate to satisfy the needs of other users, and any use or re-use of this document, or the findings presented herein, is at the sole risk of the user.

Qualifications

Some samples (floor tiles, surfacings, etc.) may contain fibers too small to be detectable by PLM analysis and should be analyzed by TEM bulk protocols.

A "trace asbestos" will be reported if the analyst observes far less than 1% asbestos. CA Labs defines "trace asbestos" as a few fibers detected by the analyst in several preparations and will indicate as such under these circumstances.

Quantification of <1% will actually be reported as <=1% (allowable variance close to 1% is high). Such results are ideal for point counting, and the technique is mandatory for friable samples (NESHAP, Nov. 1990 and clarification letter 8 May 1991) under 1% percent asbestos and the "trace asbestos". In order to make all initial PLM reports issued from CA Labs NESHAP compliant, all <1% asbestos results (except floor tiles) will be point counted at no additional charge.

CA Labs is accredited by the National Voluntary Accreditation Program (NVLAP) for selected test methods for airborne fiber analysis (TEM), and for bulk asbestos fiber analysis (PLM). All analysts have a college degree in a natural science (geology, biology, or environmental science) or are recognized by a state professional board in one these disciplines .Extensive in-house training programs are used to augment education background of the analyst. The group leader of polarized light has received supplemental McCrone Research training for asbestos identification. This report is not covered by the scope of AIHA accreditation. Summary of polarizing light microscopy (PLM / Stereomicroscopy bulk asbestos analysis) using the methods described in 40CFR Part 763

Appendix E to Subpart E (Interim and EPA 600 / R-93 / 116 (Improved). The sample is first viewed with the aid of stereomicroscopy. Numerous liquid slide preparations are created for analysis under the polarized microscope where identifications and quantifications are preformed. Calibrated liquid refractive oils are used as liquid mouting medium. These oils are used for identification (dispersion staining). A calibrated visual estimation is reported, should any asbestiform mineral be present. Other techniques such as acid washing are used in conjugation with refractive oils for detection of smaller quantities of asbestos. All asbestos percentages are based on calibrated visual estimation traceable to NIST standards for regulated of asbestos. Traceability to measurement and calibration is achieved by using known amounts and types of asbestos from standards where analyst and laboratory accuracy are measured. As little as 0.001% asbestos can be detected in favorable samples, while detection in unfavorable samples may approach the detection limit of 0.50% (well above the laboratory definition of trace).

Vermiculite containing samples may have trace amounts of actinolite-tremolite, where not found be PLM should be analyzed using TEM methods and / or water separation techniques. Suspected actinolite/vermiculite presence will be indicated through the sample comment section of this report.

Fibrous talc containing samples may even contain a related asbestos fiber known as anthophyllite. Under certain conditions the same fiber may actually contain both talc and anthophyllite (a phenomenon called intergrowth). Again, TEM detection methods are recommended. CA Labs PLM report comments will denote suspected amounts of asbestiform anthophyllite with talc, where further analysis is recommended.
