About this file

This is a Minimum Qualifications Certification document from the California Department of Social Services for RFP 27-3001, which seeks a Workers Compensation Third Party Administrator (TPA). The certification establishes eight mandatory qualifications that proposers must satisfy and document. Proposers must demonstrate a minimum of five years of experience over the last eight years administering workers' compensation claims in accordance with California law, provide three references from large California public entities with similar claimant volumes, and possess appropriate business licenses to operate in California. Additionally, proposers must maintain at least one office within California with dedicated staff for claims administration, operate a paperless claims/risk management system with online access for the State and ORIM, and hold a California Workers' Compensation Self-Insurance Administrator Certificate. The contract requires data transition capability to transfer all open and closed claims from the current systems (Claims Connect and Focus) to the proposer's system for four programs by December 1, 2027.

Proposers must certify compliance with the State's and State Compensation Officer's payment processes as outlined in the Scope of Work and demonstrate that their operating systems can execute a successful and uninterrupted data transfer. Corporate entities must be in good standing and qualified to conduct business in California as verified through the Secretary of State's website. Governmental entities are exempt from certain requirements, including the business license verification and corporate status verification. The certification form requires authorized signatures and confirmation that all minimum qualifications have been fulfilled, with proposers permitted to add additional rows as necessary to document their qualifications and supporting evidence.
