GGENERAL NOTES

Pay Item 15101 Mobilization-Mobilization includes all movement of equipment and materials to the job site. This pay item includes all traffic control, temporary traffic control signing, public safety, sanitary facilities, cleaning of equipment, and all other work specified as incidental to mobilization, including the following requirements: Seeding and mulching of all exposed soils is to be done with certified weed free material. All equipment shall be cleaned and inspected by the Contracting Officer prior to entering the National Forest. The Contractor shall also provide written certification that the equipment was washed and has not been used on another project since washing prior to use on this project. Forest Roads may be closed at campground entrance for the duration of the project. Post signs and barriers to prevent public access. Use signs and flaggers as necessary when performing work. All signs shall be in accordance with the Manual Uniform Traffic Control Devices (MUTCD).

Pay Item 15713 Soil Erosion and Pollution Control The Memorandum of Understanding (MOU) between the Forest Service the Washington Department of Fish and Wildlife is part of this contract and a copy must be on the project site during all construction activities. All work in and near water sources will comply with the requirements of the MOU. Pay item includes any and all erosion control. The Contractor shall submit a Temporary Erosion and Sediment Control Plan (TESCP) for review and approval by the Contracting Officer. The TESCP shall address the construction sites as well as the waste and borrow areas and include both temporary and permanent erosion control measures. The erosion control plan and all temporary erosion control features are indirect costs to this item. A spill prevention kit must be on hand to prevent any contaminants from entering waterways.

Pay Item 20102 Clearing and Grubbing Includes removal of all understory vegetation and any underground roots.

Pay Item 20207 Removal of Individual Trees Designated trees in the campground are to be cut and decked with select sizes being used as siderails in particular camp spurs as noted in the drawings.

Pay Item 20207A Removal of Hazard Trees Designated trees in the campground are to be cut and decked with select sizes being used as siderails in particular camp spurs as noted in the drawings. Remove any trees which are a threat to life and safety during the project.

Pay Item 30205 Aggregate Base Compact and shape base material in conjunction with surrounding base material. Slope to drain. All work associated with loading, hauling, placement, processing, compacting and compaction testing are indirect costs to this item. All aggregate should be from a commercial, weed free, source.

Pay Item 40304Hot Asphalt Concrete Pavement Place asphalt at locations noted in the drawings. The running surface to be paved in the Dalles Campground is 22’ before the host station and 12’ thereafter with an additional 1’ slope into existing on each side. The Dalles Day use location will be paved with a 22’ running surface aside from the parking stalls. This includes material, compaction, labor, loading and testing. Final asphalt shape should be sloped to drain with a crowned surface and taper into existing ground at edges. Clean off existing asphalt and tack down new asphalt for adhesion.

Pay Item 60910 Wheel stops Install wheel stops as noted in the drawings. Locations to be identified and approved by FS COR after paving.

Pay Item 60910A Log Siderails Install log side rails as noted in the drawings. Locations to be staked and approved by FS. COR Logs should abut edge of new asphalt.

Pay Item 63301 (A&B also) Sign Installation “One Way Do Not Enter” and “5 MPH” signs should be mounted on one post such that the incoming traffic reads “5 MPH” and the opposite side will read “One Way Do Not Enter” to prevent traffic from traveling in the wrong direction. Use vandal proof bolts to secure signs. All signs shall be mounted on 4X4 treated posts and follow MUTCD specifications. One Way Signs at initial camp entrances should be doubled with one sign on each side of the road for added emphasis (All Dalles One Way signs require 2 signs with 2 posts at each indicated entrance.). Sign locations should be approved in writing by the Forest Service COR before installation. Signs may replace existing locations but old signs and posts remain property of the Forest Service and should be stored at Silver Springs Campground Host Site or other location as directed by COR.
