ATTACHMENT 3 - SPECIFICATIONS
Bulk Lime and Fertilizer Application
SECTION I - GENERAL SPECIFICATIONS
Scope of Contract:
1. The contractor shall furnish all equipment, supplies (including Safety), labor, supervision, materials, transportation, and perform all work necessary to provide and apply bulk agricultural fertilizer and lime to Department of Energy Lands in accordance with specifications, and provisions, referenced and contained herein.
2. The Contracting Officer reserves the right to delete areas or to substitute the same type and amount of work (+ / - 10%) in other areas similar in topography and conditions within the Savannah River Site boundaries, in lieu of the original areas when it is determined by the Contracting Officer that the original areas or portions thereof are unsuitable or unavailable for performance of the specified work.
Location:
1. All areas to be treated are located on the Savannah River Site, in Aiken, Barnwell, and Allendale counties, SC (see attached map). Fertilizer or lime shall be delivered to the locations on the Savannah River Site specified. (See Post Closure Maintenance Basins).
2. All grassed areas, to be treated with fertilizer and lime, are grassed and for the most part unmowed. Following is a list of the areas and approximate acres.
Government Furnished Property:
Identified in Attachment 2 – Statement of Work
Quality Control:
1. The Contractor shall submit to the CO, a Quality Control Plan (QCP)
a. The QCP will detail the methods the Contractor will perform self-inspection to ensure the requirements of this contract are performed in accordance with the contract documents.
b. The QCP will ensure that all equipment used, is maintained in good and safe working condition.
c. The plan shall indicate who will be responsible for Quality Control.
d. The QCP shall at a minimum record the reference task order, location, frequency, type of test and resulting outcome.
e. The government COR will perform periodic independent inspections after the contractor has performed their inspection if questions develop regarding the results of the contractor’s inspections. QCPs shall be submitted with the Accomplishment Report and no payment will be made prior to receipt of these records and acceptance of the work performed.
2. Quality Control Personnel
a. Contractor shall provide qualified quality control personnel for all projects.
b. The on-site work leader can act as the quality control person, if so designated by the Contractor(s). The quality control person shall be identified prior to starting work under subject contract.
c. The contractor will be responsible to perform, record, and maintain a file of quality control and accomplishment reports. This documentation shall be made available to the CO or COR for 100% of all task orders issued to the Contractor(s).
Contract Surveillance:
The government, through its COR and inspectors, will be monitoring the contractor’s performance on a continuous basis. The method the government will use is physical inspection of basins and weight tickets for fertilizer and lime.
Traffic Control
The Contractor shall exercise caution and care while working to prevent unnecessary conflict with or potential hazards to area personnel. A slow moving vehicle sign shall be clearly posted on all equipment used while working or traveling at each SRS site to be treated with fertilizer and lime.
The Contractor shall post warning signs in the areas being worked. These signs shall be moved as needed to properly delineate the segments of areas being worked and at no time shall the signs be located outside visual range from active equipment.
SECTION II - TECHNICAL SPECIFICATIONS
Equipment
All equipment used in the performance of the work shall be of the size, type, and in such condition to properly and safely pursue the requirements of the contract. The spreader must be capable of deflecting material to the right when treating secondary roads.
Bulk Agricultural Fertilizer and Lime
Bulk agricultural lime shall be delivered and applied (spread) at a rate of one ton per acre from 9 August through 30 September 2021 of specified contract year. Reduce the application rate of lime by half within 100 ft. of wetlands.
OPTIONAL ITEM: Bulk agricultural fertilizer shall be delivered and applied (spread) at a rate of 40 pounds of nitrogen, 20 pounds of potassium, and 25 pounds of phosphorous per specified acres from 29 March through 30 April 2022 of specified contract year. Reduce the application rate of fertilizer by half within 100 ft. of wetlands.
OPTIONAL ITEM: Bulk agricultural lime shall be delivered and applied (spread) at a rate of one ton per acre from 9 August through 30 September 2022 of specified contract year. Reduce the application rate of lime by half within 100 ft. of wetlands.
Delivery and Stockpiling of Materials at SRS
Materials shall not be delivered to the Savannah River Site (SRS) until the contractor receives a notice to proceed. Upon receipt of a notice to proceed the contractor may begin delivery of fertilizer, lime, and stockpiling at Savannah River Site. Designated stockpile locations for material shall be at the designated locations shown on the attached map. Additional stockpile locations may be agreed upon by the contractor and the Contracting Officer after award of the contract.
SECTION III – SAFETY
1. Vehicle(s) being used to spread lime and fertilizer must have following items:
a. One first aid kit
b. One ABC five pound fire extinguisher
c. USDA Forest Service and SRS Remote worker policy will be adhered to.
2. Contractor must provide a written Hazardous Communications Plan to the Contracting Officer prior to spreading of material(s) and have the plan available at each work site.
3. Contractor must provide Material Safety Data Sheets to the COR prior to spreading material(s) and must have the documents available at each work site during application.
SECTION VI – MEASUREMENT AND PAYMENT
BASIS OF PAYMENT
Contractor will be paid at the proposed price for each item after materials are spread and a proper invoice is submitted by the contractor. Amount of materials shown on each invoice must agree with weight tickets submitted to the Government. Payments will be made via the Invoice Processing Platform at www.ipp.gov.
METHOD OF MEASUREMENT
Contractor shall give weight tickets to the COR when materials are delivered. Weight tickets must clearly show the amount of materials delivered. Failure to submit weight ticket(s) could result in the contractor not receiving payment for materials delivered. The amount of materials shown on the weight ticket will be considered the actual delivered quantity.
SECTION V – INSPECTION AND ACCEPTANCE
1. Inspection
a. Inspection of work performed under this contract shall be made by the COR or a designated inspector at such intervals as are necessary to insure compliance with the contract specifications and provisions.
b. Upon completion of work on an area, the contractor shall notify the COR that work on the area has been completed and the COR/Inspector will make an overall inspection. Should work completed be accepted the contractor shall proceed to the next area. If work is not accepted the contractor shall be required to perform any remedial work required for acceptance prior to moving to the next area.
2. Acceptance
a. Acceptance of all work under this contract will be accomplished by the Contracting Officer or their authorized representative (COR). Acceptable work is that work which is in accordance with the specifications and clauses of this contract.
