PURPOSE:
This guidance document is to standardize recreational vehicle (RV) and trailers (from this point forward called RV) pads. This document will serve to assist in construction services and/or an in‐house construction guide.
GENERAL DESIGN:
The following items should be considered during the planning and construction process:
All finished surfaces of the pad shall be slightly higher than the surrounding surface
The RV pad shall be a minimum 40 feet long
Most RVs will fit within 40 feet long pad
The minimum width of the pad is 20 feet to accommodate RVs equipped with a lift chair.
The maximum slope in any direction is two percent o Gravel pads are allowed no more than five percent slope
The RV pads shall be concrete or gravel
Provide a taper approach from the access road to the pad to allow for ease of turning. The width of the taper and length required is dependent on site conditions
Water, sewer, and electrical hookups on RVs are typically on the driver’s side
Provide a single pedestal with a 50, 30, and 20 amp service for each pad
Each pad shall have a frost proof yard hydrant
A RV concrete pad shall have a minimum six inches thick concrete with five inches of gravel
A RV gravel pad shall have a minimum of seven inches of gravel
Provide a minimum setback of five feet on all sides
SPECIFICATIONS:
WATER SERVICE:
All water service line piping and appurtenances must meet the requirements of NSF/ANSI‐ 61 and NSF/ANSI‐14 Polyethylene Pipe
AWWA C901 and ASTM D2239 IPS size pipe: 200 psi pressure rating High density, ultrahigh molecular weight polyethylene pipe compound PE‐3408 or PE Non‐flare fittings: Compression type equal to Ford Pack Joint, C66‐44 or C66‐55, or McDonald MAC‐PAK with rigid stainless steel stiffeners Pipe equal to Cresline HD 200

Provide sufficient slack in the water service line to prevent pulling joints apart and to allow for contraction due to temperature changes

Install service line:
From the main to a location at each pad Bury line consistent with water main depth. Insulate where installed above recommended frost line
Install warning tape 2 feet below finished grade Use compression couplings for all connections Use stainless steel insert stiffeners for compression connections to PE pipe No splices or joints are allowed from the point of connection to the main to a point 10 feet beyond any sewer line crossing
Install saddle at each corporation stop tapping location Connections shall be live tapped through the corporation stop with an approved tapping machine, unless specified below
Dry taps are allowed only during new water main installation, before main disinfection For connections to mains smaller than 3 inch diameter, use saddle with ¾ inch tap and transition for 1 inch diameter water service line
Install curb stops and boxes with stationary rod Set curb stops on a solid concrete block 4 inches thick by 8 inches wide by 16 inches long placed on undisturbed earth
Install stationary rod on curb stop Set the top of curb boxes flush with finished grade elevation Support curb box during the backfilling operation to prevent movement and maintain a vertical position
YARD HYDRANT:
A. Frost proof and buried below frost line B. Inlet: ¾” NPT C. Outlet: ¾” brass house thread D. Rod: Stainless steel operating rod thru Teflon packing E. Automatic self‐adjusting plunger F. Stand Pipe: 1” stainless steel G. Model Any Flow as manufactured by Merrill Manufacturing of Storm Lake, Iowa H. Accessories:
1. Hydrant assist kit provided by Seppman Enterprises, model HAK 750
2. Vacuum breaker, model NF8 as manufactured by Watts of North Andover, Massachusetts I. Set coupler vertical on precast concrete block J. Place 5 cubic feet of clean crushed rock around base of hydrant with minimal amount of rock above the valve body for drainage K. Pour 36” square concrete pad

WATER SERVICE DISINFECTION:
If water service facilities are installed and connected to newly installed water main, disinfect the service line at the same time as the water main
If water service facilities are connected to an existing water main by live tap:
Disinfect the new water service facilities prior to connecting to the corporation stop Introduce sufficient chlorine solution into the corporation stop end to the water service line to produce a minimum chlorine residual of 200 ppm when filled
After connection to corporation stop and pressurizing, flush the service line at the ball valve after three hours
After service line is sufficiently flushed, obtain a water sample for bacteriological testing.
Repeat process until a negative bacteriological report is received
Flushing chlorinated water in accordance with AWWA C651.
Waste flushed disinfection water in an environmentally safe manner. The method used is subject to the approval of the Station Manager
CONCRETE
Expansion and Isolation Joint Filler Strips:
Exterior: ASTM D 994, bituminous strip, minimum 1/2‐inch thick, height equal to joint depth
Interior: ASTM D 1752, sponge rubber, concrete gray in color, minimum 1/2‐inch thick, height equal to joint depth
Concrete mixtures Cementitious Materials: Use fly ash, pozzolan, ground granulated blast‐furnace slag, and silica fume as needed to reduce the total amount of portland cement, which would otherwise be used, by not less than 20 percent by weight
Proportion normal weight concrete mixture used for Exterior Concrete slabs, pads, and walkways as follows:
a. Minimum Compressive Strength: 3000 psi at 28 days
b. Maximum Water‐Cementitious Materials Ratio: 0.49
c. Slump Limit: 5 inches plus or minus 1 inch
d. Air Content: 3 percent, plus or minus 1 percent
Concrete mixing When air temperature is between 85 and 90 deg F (30 and 32 deg C), reduce mixing and delivery time from 1‐1/2 hours to 75 minutes; when air temperature is above 90 deg F (32 deg C), reduce mixing and delivery time to 60 minutes
Joints General: Construct joints true to line with faces perpendicular to surface plane of concrete
Contraction joins shall be placed every six feet or abutting any structure different from the sidewalk and/or slab
Contraction joints shall be cut 1/8” and filled with joint filler, with a shore hardness “A” of at least 80
Install expansion joints with HD100

Trowel and Fine‐Broom Finish: Apply a first trowel finish to non‐water and water bearing slabs. While concrete is still plastic, slightly scarify surface with a fine broom. Brooming shall be perpendicular to drainage unless otherwise indicated Treatment of surface defects
As soon as forms are removed, exposed surfaces shall be carefully examined and any irregularities shall be immediately rubbed or ground in a satisfactory manner in order to secure a smooth, uniform, and continuous surface. Concrete containing minor voids, holes, honeycombing, or similar depression defects shall be repaired
Holes left by tie‐rod cones shall be reamed with suitable toothed reamers so as to leave the surfaces of the holes clean and rough. Holes then shall be repaired in an approved manner with dry‐packed cement grout
Prior to filling any structure with water, cracks shall be "vee'd" as indicated and filled with sealant. This repair method shall be done on the water bearing face of members.
Prior to backfilling, faces of members in contact with fill which are not covered with a waterproofing membrane shall also have cracks repaired as indicated herein

General: Immediately before placing aggregate materials, remove loose and deleterious material from substrate surfaces. Ensure that prepared subgrade is ready to receive surfacing Stockpiled material shall be free of plants, lumps of gravel, concrete or chip‐seal material, or any structure that causes the material to cause spreading issues
Placement Place and compact surface material in layers to required elevations to avoid ponding and poor drainage
Soil Moisture Control Uniformly moisten or aerate subgrade and each subsequent fill or backfill soil layer before compaction to within 2 percent of optimum moisture content
a. Do not place gravel material on surfaces that are muddy, frozen, or contain frost or ice
b. Remove and replace, or scarify and air dry, otherwise satisfactory gravel that exceeds optimum moisture content by 2 percent and is too wet to compact to specified dry unit weight
Compaction Place aggregate materials in layers not more than 8 inches in loose depth for material compacted by heavy compaction equipment, and not more than 4 inches in loose depth for material compacted by hand‐operated tampers and/or roller with no more less than 250 pounds per inch of roller width Place aggregate materials evenly on all sides of structures to required elevations, and uniformly along the full length of each structure Compact each layer of backfill or fill soil material at 95 percent
Grading General: Uniformly grade areas to a smooth surface, free of irregular surface changes.
Comply with compaction requirements and grade to cross sections, lines, and elevations indicated Site Rough Grading: Slope grades to direct water away from buildings and to prevent ponding
ELECTRICAL
Pedestal shall be placed in a concrete pad All three services shall exist in a single pedestal with the appropriate receptacles

Each length of pipe shall be clearly marked with the following:
a. Manufacturer.
b. Nominal Pipe Size.
c. The PVC Cell Classification.
d. Type PSM PVC Sewer Pipe.
e. ASTM Designation.
f. Pipe Class.
Double Cleanouts:
Schedule 40 PVC DWV pipe and fittings conforming to ASTM D2665.
Supply 4‐inch slip on cap or threaded female adapter with 4‐inch diameter threaded slotted white flush plug with threaded brass insert as manufactured by Sioux Chief or approved equal.
Install a 4‐inch sewer wye in the sewer service line and connect risers of the same material from the wye to the ground surface.
a. Attach a schedule 40 PVC DWV slip‐on cap or female adapter to the end of the riser.
b. Install cleanout so cap is flush with finished grade.
Pipe installation General
a. Bed pipe according to the drawing. If imported material is required to safely bed the pipe, the contractor shall immediately halt construction and consult with the project engineer.
b. If trenching occurs, the trench shall be 4 to 6 inches wider than the pipe diameter
c. Initial backfill shall be free of clods, stones, frozen material, and organic material.
The contractor shall ensure pipe cannot move and is compacted adequately by hand in lifts of 6 inches.
d. Backfilling shall occur in 12 inch lifts. The lifts shall be compacted to 90% maximum dry density.
Bury depth
a. If minimum bury depth of three feet cannot be met, the contractor shall install 2” rigid polystyrene EPS located over centerline of pipe and is 18” wide, at a minimum.
b. All pipe shall be a minimum of 2 feet below grade
Utility Conflicts
a. Sewer shall be located under water lines
b. Pipe shall have joints equidistant from the point of crossing
c. A minimum spacing of 30 inches horizontal and 12 inches vertical.
d. Exceptions will likely require concrete to create a barrier.
Slopes:
a. Minimum slope for sewer service lines is 1/8‐inch per foot (1%).
b. Maximum slope for sewer service lines is 1/2‐inch per foot (4 %), unless otherwise specified.
