MOVE AND LABOR RECOMPETE SUPPORT SERVICES

LABOR CATGEORY TITLES AND DESCRIPTIONS

1. PERSONNEL

The Contractor shall ensure that all Contractor support personnel are adequately trained, possess, and maintain the requisite credentials specified in the appropriate labor categories, and are otherwise fully qualified to provide the high level of support required by the associated Statement of Work prior to being assigned to awarded Task Orders. All contractor support personnel assigned must be a U.S. citizen and security clearable.

All Key personnel shall be bono fide employees, or subcontractors of the prime Contractor. Key personnel are expected to provide dedicated, consistent support for the life of the contract, or until replacements with equivalent or better skills are proposed by the prime Contractor and accepted by FDA, in accordance with Health and Human Service Acquisition Regulation (HHSAR) 352.237-75, Key Personnel. The below labor categories are designated “Key Personnel” and will be identified per Task Orders.

2. LABOR CATEGORY DESCRIPTIONS

2.1. PROGRAM MANAGEMENT

2.1.1. PROJECT MANAGER

Minimum/General Experience: Five (5) years of experience managing large office and equipment moves, customer relations, and warehouse logistics support and related services. Must speak, read, and write English proficiently. Three (3) years of customer support to government clients and the management of contractor staff. One (1) year of administrative experience generating spreadsheets, cost estimates, and status and expense reports.

Functional Responsibility: The Project Manager oversees and directs all aspects of move and labor services projects including planning, logistic evaluation, task monitoring, status tracking and issue resolution. The Project Manager is also responsible for managing the performance of the staff for all Task Orders executed from the Move and Labor Services IDIQ contract. The Project Manager is also responsible for hiring, employee relations, work schedule management. The Project Manager will manage staff in performing jobs at a high-level, assigning the work schedules, and managing the uniforms and supplies. The Project Manager will also be responsible for managing both the transition into and transition out of the contract.

Minimum Certifications and Education: Bachelor’s degree, in any field. If no degree, six (6) years of relevant work experience with a High School Diploma.

2.1.2. PROGRAM PLANNER

Minimum/General Experience: Three (3) years of experience supporting and/or managing large office and equipment moves, customer relations, and related services. Must speak, read, and write English proficiently. One (1) year of customer support experience to government clients and the planning and scheduling of contractor staff.

Functional Responsibility: The Program Planner plans, coordinates, schedules, and oversee the process of all office and equipment moves. The Program Planner will also coordinate the various people involved in moving, and act as the point of contact for the government client. The Program Planner is responsible for setting up furniture, installing of equipment, and ensuring the satisfactory completion of all moves.

Minimum Certifications and Education: High School Diploma or equivalent.

2.1.3 WAREHOUSE MANAGER

Minimum/General Experience: Two (2) years of experience managing warehouse logistics support and related services for at least a 40,000 sq feet space. Must speak, read, and write English proficiently. One

(1) year of customer support experience to government clients and the planning and scheduling of contractor staff. One (1) year of administrative experience generating reports, utilizing Microsoft Office applications, and conducting inventory reporting.

Functional Responsibility: The Warehouse Manager performs inventory and loads and unloads warehouse items to support the transportation of materials, furniture, and equipment. The Warehouse Manager must operate warehouse equipment, such as hand jacks and forklifts. The Warehouse Manager will enter data into Microsoft Office applications such as Microsoft Excel and Microsoft Access. The Warehouse Manager may also assign and delegate work to crew members.

Minimum Certifications and Education: High School Diploma or equivalent. Also, the individual must possess and maintain an active certification to operate hand jacks and forklifts.

2.1.4 DOCK MASTER

Minimum/General Experience: Three (3) years of dock management experience as it relates to receiving, shipping, and distributions of goods. Must speak, read, and write English proficiently. One (1) year of administrative experience generating reports, utilizing Microsoft Office applications such as Microsoft Word, PowerPoint, Excel and Adobe PDF, and providing customer support for deliveries and moves.

Functional Responsibility: The Dock Master oversees the performance of contract Dock Laborers who staff the operational loading docks on the Campus. The Dock Master also directs and oversees the operation of the loading docks. The Dock Master will operate and ensure all contractor material handling equipment (hand jacks, forklifts, golf carts) is operational and properly maintained.

Minimum Certifications and Education: High School Diploma or equivalent. Also, the individual must possess and maintain an active certification to operate hand jacks and forklifts.

2.1.5 OPERATIONS MANAGER

Minimum/General Experience: Three (3) years of experience handling Government document shred and destruction material.

Functional Responsibility: The Operations Manager supervises all day-to-day document destruction and material handling services. The Operations Manager is responsible for the execution of all on-site and off-site document destruction activities. The Operations Manager serves as a liaison between Material Handling Laborers and the Project Manager.

Minimum Certifications and Education: High School Diploma or equivalent. The individual must possess and maintain current training in the proper handling of document shred and destruction.

2.2 WAREHOUSE SUPPORT

2.2.1 WAREHOUSE LABORER/MOVER

Minimum/General Experience: One (1) year of experience in same or similar work.

Functional Responsibility: Loads, moves, and unloads materials/contents and furniture using all types of relocation equipment per the direction and supervision of the Program/Project Manager.

2.2.2 TRUCK DRIVER (LARGE VEHICLE)

Functional Responsibility: The Truck Driver (Large Vehicle) drives large-sized trucks (32 feet and larger) for the transportation of materials, furniture, and equipment. The Truck Driver (Large Vehicle) works as a team member with other crew members to load, move, and unload materials.

Minimum Certifications and Education: Class B Commercial Driver’s License and High School Diploma or equivalent.

2.2.3 TRUCK DRIVER

Functional Responsibility: The Truck Driver drives commercial vans and trucks that are sized up to 32 feet for the transportation of materials, furniture, and equipment. The Truck Driver also works as a team member with other crew members to load, move, and unload materials.

Minimum Certifications and Education: Class B Commercial Driver’s License and High School Diploma or equivalent.

2.2.4 SYSTEMS MODULAR FURNITURE INSTALLER

Functional Responsibility: The Systems Modular Furniture Installer is responsible for the installation and reconfiguration of modular furniture per the direction and supervision of the Project Manager.

2.2.5 UTILITY SPECIALIST (WAREHOUSE)

Minimum/General Experience: Two (2) years of experience in same or similar work.

Functional Responsibility: The Utility Specialist (Warehouse) installs wall hangings, disassemble/reassemble furniture/shelves, and operates drills and other small tools. The Utility Specialist (Warehouse) also repairs furniture and file cabinet drawers, replaces light bulbs, and replaces file cabinet locks.

Minimum Certifications and Education: High School Diploma or equivalent

2.2.6 INVENTORY MANAGEMENT SPECIALIST

Functional Responsibility: The Inventory Management Specialist maintains custody, control, and inventory of Government furnishings, equipment, and records.

2.3 LOADING DOCK

2.3.1 LOADING DOCK LABORER/MOVER

Functional Responsibility: The Loading Dock Laborer/Mover is responsible for the distribution of incoming materials/goods to FDA Centers and Cafeteria on White Oak Campus. The Loading Dock Laborer/Mover also assists with delivery of “special delivery” packages as necessary. The Loading Dock Laborer/Mover performs deliveries using a variety of industrial equipment such as forklifts, pallet jacks, carts, dollies, etc.

The Loading Dock Laborer/Mover also assists with maintaining tunnels throughout the Campus to ensure that the tunnels are always free and clear of debris. The Loading Dock Laborer/Mover may also be responsible for the physical labor required to set-up for special events and conference rooms.

Minimum Certifications and Education: High School Diploma or equivalent; individual must possess and maintain an active forklift certification.

2.3.2 UTILITY SPECIALIST (LOADING DOCK)

Functional Responsibility: The Utility Specialist (Loading Dock) installs wall hangings, disassembles and reassembles furniture and shelves. The Utility Specialist (Loading Dock) operates drills and other small tools. The Utility Specialist (Loading Dock) is responsible for the repair of furniture and file cabinet drawers. The Utility Specialist (Loading Dock) replaces light bulbs and file cabinet locks, as necessary.

2.4 DOCUMENT SHREDDING

2.4.1 OPERATIONS MANAGER

Minimum/General Experience: Three (3) years of experience handling Government document shred and destruction material.

Functional Responsibility: The Operations Manager supervises all day-to-day document destruction and material handling services. The Operations Manager is responsible for the execution of all on-site and off-site document destruction activities. The Operations Manager serves as a liaison between Material

Handling Laborers and the Project Manager.

Minimum Certifications and Education: High School Diploma or equivalent. Must possess and current training in the proper handling of document shred and destruction.

2.4.2 MATERIAL HANDLING LABORER

Functional Responsibility: The Material Handling Laborer loads, moves, and destroys electronic media and paper documents contained in Toters and other storage equipment.
