Attachment 3 – Instructions to Offerors and Basis for Award (Simplified)
1.0 QUOTE INSTRUCTIONS: The following instructions establish the acceptable minimum requirements for the format and content of quote. Special attention is directed to the requirements for the technical volume to be submitted in accordance with these instructions.
a. Contract Type and General Provisions: The Government anticipates awarding a five-year, firm-fixed priced (FFP) Pre-priced Blanket Purchase Agreement(s) (BPA) for Moster 185 EFI Fly Products Rider Double Hoop or EQUAL (Attachment 1 – Statement of Objectives)
b. Submission: The quote shall be signed by an official authorized to bind the organization and should stipulate that it is predicated upon all of the terms and conditions of this RFQ. To expedite the quote evaluation, all documents required for responding to the RFQ shall be placed in the following order:
I. COVER PAGE / EXECUTIVE SUMMARY: Include RFQ number and title, Offeror’s name, address, point of contact, telephone number, and email address.
Unique Entity ID (UEID) and Cage Codes for the prime and any proposed Subcontractors.
All Offerors shall have an active and current registration in SAM.GOV
TECHNICAL APPROACH VOLUME I: The technical approach volume shall consist of a table of contents and supporting information demonstrating the Offeror’s ability to provide requirements specified in Attachment 1 Statement of Objectives (SOO). The Offeror shall describe training course summary (curriculum, price, length of training) and maintenance services offered. The Offeror shall also describe their required licensing and professional capabilities, Instructor qualifications, certifications, and training area and facilities, and past experience providing similar training.
PRICE VOLUME II: Pricing should reflect FFP pricing utilizing Attachment 2 Pricing Schedule (Base Period w/Options). The Offeror shall provide pricing for the entire five-year ordering period which will be broken down into five twelve-month BPA Call periods.
II. PAGE LIMITS / CONDITIONS: The quote shall consist of the following:

14 August 2025 The Offeror shall submit one (1) electronic version compatible with the Microsoft Office 2007 Software Suite. An emailed copy of all requested information shall be provided to both the Contract Specialist and the Contracting Officer by the specified due date/time.
Print settings must be established so each page prints on an 8 ½ by 11-inch piece of paper.
Files may be compressed, however please be advised that files larger than 10MB are not received by our system.
Page limitations shall be treated as maximums. If exceeded, the excess pages will not be read or considered in the evaluation of the quote. A page is defined as each face of a sheet of paper containing information. When both sides of a sheet display printed material, it shall be counted as two (2) pages. The text size shall be Times New Roman in a font size no less than 11-point font. The table of contents, cover sheets, and cover letters do not count against the page limits.
Failure to follow the format/page limits/conditions below could result in your offer being determined nonresponsive.
Section M
BASIS FOR AWARD
The Offerors quote will be evaluated in accordance with FAR 13.106-2. The Government will establish a Pre-priced BPA resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be the Lowest Price Technically Acceptable ("LPTA") (lowest priced, responsible, responsive quote, with a responsibility determination that meets or exceeds the specifications) to the Government, price and other factors considered.
Factor 1 (Technical Approach) will be given an acceptable or unacceptable rating.
Rating Description
• Acceptable Quote clearly meets the minimum requirements of the solicitation.
• Unacceptable Quote does not clearly meet the minimum requirements of the solicitation.
Price, if the offerors quote receives a technical acceptable rating for Factor 1, the offeror’s price will be compared to other offerors to determine the lowest price technically acceptable.
