About this file
This Statement of Objectives (SOO) details the Federal Bureau of Investigation's (FBI) Hostage Rescue Team (HRT) Augmented Parachute Program (APP), a procurement for specialized paramotor equipment. The program aims to address air mobility challenges in contested environments by acquiring the Vittorazi Moster 185 Electronic Fuel Injection (EFI) Fly rider, with associated equipment including multiple paramotor wings, harnesses, and spare parts. Key requirements include one Moster 185 EFI Fly Products Rider Double Hoop, various wing sizes and brands (ITV Baja, Beamer 3 LIGHT, ITV Piper 2), two Ozone Oxygen 1 Kiting Harnesses, and additional spare components.
The procurement emphasizes safety-driven features such as real-time monitoring, fault protection, reduced pilot error, and autonomous mechanical fault adjustment. The equipment will be assembled at the manufacturer's facility, with potential on-site and off-site training requirements. The SOO is part of a Blanket Purchase Agreement for the Critical Incident Response Group (CIRG), focusing on enhancing operational reliability and pilot confidence through advanced paramotor technology. Optional equipment may include multi-sized wings and various brand options from manufacturers like ITV, Ozone, Gin, BGD, Dudek, and Niviuk.

Version 1.0 Page 2
1 Scope This is a Blanket Purchase Agreement to procure the Vittorazi Moster 185 Electronic Fuel Injection (EFI) Fly rider to include maintenance, warranty and instruction training (when required) for the Federal Bureau of Investigation (FBI) Hostage Rescue Team (HRT), Critical Incident Response Group (CIRG).
1.1 Background
The Hostage Rescue Team (HRT) is developing the Augmented Parachute Program (APP) to address a gap in organic air mobility for operations in contested environments where traditional aircraft may be unavailable. The overall safety-driven features of the Vittorazi Moster 185 EFI includes real-time monitoring and fault protection, reduces pilot error and adjusts for mechanical faults autonomously, prevents cable abrasion and incorrect installation, multi-battery connection for extended safety, maintenance friendly design for easier and safer access for parts replacement and service, telemetry diagnostics and reinforced components. These enhancements collectively elevate the pilot confidence and operational reliability.
1.2 Period of Performance
The assembly shall take place at the manufacturer’s facility. Delivery address shall be included in per funded delivery order.
2 Requirements The FBI HRT requires the paramotor to meet the following objectives:
Optional equipment (to include but not limited to multi-sizes (22, 27, 29 etc.) styles (Baja, Piper 2 or EQUAL
Version 1.0 Page 3 etc..) and Brands (ITV, Ozone, Gin, BGD, Dudek, Niviuk etc.) of Paramotor wings
On-site (designated government facility) training and off-site (manufacturer facility) training may be required.
