Oral Presentation Scheduling:
The Contracting Officer will schedule the presentations with the Offerors via email upon closing of the solicitation. The Government reserves the right to reschedule any Offeror’s presentation at its sole discretion. Oral presentations are anticipated to start the following week from the time of the RFP closing.
General Information:
The oral presentation is the evaluation of Factor 1: Technical Approach as presented by the Offeror. The oral presentation shall consist of a PowerPoint slide presentation, CLE platform demonstration, and interactive dialogue. The PowerPoint slide presentation, CLE platform demonstration, and interactive dialogue will constitute the complete technical submission. The Contracting Officer and the Technical Evaluation Team members will attend the required presentation and demonstration.
Constraints:
Attendance at the oral presentation, CLE platform demonstration and the subsequent question and answer session will be limited to no more than two (2) additional corporate representatives of the offeror’s team. The additional individuals (e.g., CEO, company president, VP, legal or contract representative, etc.) from the offeror’s team may attend but will not be allowed to present at the oral presentation, except as part of a brief introduction that will not be evaluated but will count towards the offeror’s allotted time.
After opening remarks by the Government, the offeror will be given up to 60 minutes to make the best case that they can to convince the Government that they should be selected, while presenting information clearly demonstrating their capability to meet/exceed Factor 1 –
Technical Capability. The presentation will be stopped precisely at 60 minutes from the start of the presentation. The total presentation of Factor 1 and the CLE platform demonstration by the offeror is 60 minutes.
After all factors are presented, the Government will caucus to discuss the offeror’s presentation and to formulate any questions regarding the presentation for clarification. The Government and offeror will then address any questions or clarifications posed by the Contracting Officer or the Technical Evaluation Team Chairperson. The question-and-answer session is expected to last approximately not more than 30 minutes. If necessary, the offeror may briefly caucus to coordinate responses to specific questions or clarifications. Any questions posed by the Government in response to the presentation will be for elucidation/engagement only, it will not be for the purpose of changing or altering the offeror’s submission.
The total presentation, caucus, and question and answer session are expected to last approximately 120 minutes (i.e., 2 hours). At the expiration of this time, the proposal response will be considered complete. Unsolicited changes to the submission will not be accepted without a formal written request from the Contracting Officer.
