About this file
This document is an Asbestos Inspection Report for Building 34, 1st Floor at FE Warren Air Force Base in Cheyenne, Wyoming. The report was prepared by Asbestos & Technical Services, Inc. and details the findings of an asbestos inspection conducted on October 16, 2024. The inspection identified asbestos-containing materials (ACM) in the form of black tar paper, black mastic, thin off-white sheet vinyl, green vinyl composition tile (VCT), and associated black mastics. The report includes the sample locations, analytical results, and recommendations for addressing the ACM prior to any renovation or demolition activities.
The related federal contract opportunity is a Request for Quote (RFQ) issued by the 90th Contracting Squadron for the Bldg 34 1st Floor Asbestos Abatement at FE Warren AFB, WY. This is a 100% Small Business Set-Aside solicitation for a Firm-Fixed-Price commercial award. The RFQ instructs offerors to submit quotes no later than 10:00 am MST on November 18, 2024, which must be valid until at least December 15, 2024. Offerors must be registered in SAM.gov and are encouraged to review the provided Attachment 3 - Inspection Report to determine if a site visit is necessary.

Asbestos Inspection Report
October 18, 2024
Chris Carter
Project: FE Warren AFB, Building 34 (1st Floor, Spot checking for carpet replacement)
Cheyenne, WY 82001
Dear Mr. Carter, On October 16, 2024, ATS performed an asbestos inspection of the above-mentioned project. The purpose of the survey is to identify asbestos containing material (ACM) using nondestructive sampling protocols.
Inspection, sampling and analytical procedures were performed in general accordance with the Environmental Protection
Agency’s (EPA) interpretations, and guidelines of the Asbestos Hazardous Emergency Response Act (AHERA).
Asbestos containing materials as defined by the Occupational Safety and Health Administration (OSHA), the Environmental
Protection Agency and the State of Wyoming are material with asbestos concentration greater than 1% (>1%) by volume.
However, OSHA governs asbestos exposures to employees above the Permissible Exposure Limit regardless of asbestos containing material concentration.
No inspection can eliminate the uncertainty regarding the presence of ACM. ATS’s level of diligence and investigative procedures are intended to reduce, but not eliminate potential uncertainty regarding the presence of ACM. The determinations in this report should not be constructed as a guarantee that all ACM present in the subject property has been included in this report.
The inspection was performed in a manner consistent with the level of care and expertise exercised by members of the asbestos inspection and assessment profession. Those entities and persons involved with the inspection and generation of this report do not imply or guarantee that all potential ACM on or in the building has been identified and sampled.
Historically, asbestos has been added as a component to over 3,000 materials and products produced in the United States.
The inspection was intended to identify those accessible materials that were reasonable suspect and that were most likely to contain asbestos in quantities subject to regulation, based on existing industry and regulatory standards.
If suspect material is discovered during renovation or demolition, work needs to be stopped and suspect material needs to be tested prior to proceeding.
Total samples taken: 40
FIELD NOTES AND SAMPLE LOCATIONS:
Sample #/Description Location:
1ST FLOOR – INTERIOR:
• 101624-B34-1 – Black tar paper and black mastic on wood sub floor -Room #122
• 101624-B34-2 – Thin off-white sheet vinyl and green VCT& black mastic -Room #122
• 101624-B34-3 – Tar paper and black glue on wood sub floor -Room #163
• 101624-B34-4 – Green VCT with black mastic on wood sub floor -Room #162
• 101624-B34-5 – Grey floor sealant and black mastic on wood -Hall (by #150)
FINDINGS:
The samples identified in “red” above were found to contain layers that are considered to be asbestos containing material (greater than 1-percent by weight) and associated with remnant off-white colored floor tile, green vinyl floor tile and associated black mastic that is within the vicinity of the positive floor tile materials. Please refer to the attached CA Lab results.
Please feel free to contact me with any questions.

Summary of polarized light microscopy (PLM / Stereomicroscopy bulk asbestos analysis) using the methods described in 40CFR Part 763
Appendix E to Subpart E (Interim and EPA 600 / R-93 / 116 (Improved). The sample is first viewed with the aid of a stereomicroscope. Numerous liquid slide preparations are created for analysis under the polarized microscope where identifications and quantifications are preformed. Calibrated liquid refractive oils are used as liquid mouting medium. These oils are used for identification (dispersion staining). A calibrated visual estimation is reported, should any asbestiform mineral be present. Other techniques such as acid washing are used in conjugation with refractive oils for detection of smaller quantities of asbestos. All asbestos percentages are based on calibrated visual estimation traceable to NIST standards for regulated asbestos. Traceability to measurement and calibration is achieved by using known amounts and types of asbestos from standards where analyst and laboratory accuracy are measured. As little as 0.001% asbestos can be detected in favorable samples, while detection in unfavorable samples may approach the detection limit of 0.50% (well above the laboratory definition of trace).
Vermiculite containing samples may contain trace amounts of actinolite/tremolite. When not detected by PLM, these samples should be analyzed using TEM methods and / or water separation techniques. Suspected actinolite/vermiculite presence will be indicated through the sample comment section of this report.
Fibrous talc containing samples may contain a regulated asbestos fiber known as anthophyllite. Under certain conditions the same fiber may actually contain both talc and anthophyllite (a phenomenon called intergrowth). Again, TEM detection methods are recommended. CA Labs PLM report comments will denote suspected amounts of asbestiform anthophyllite with talc, where further analysis is recommended.
Some samples (floor tiles, surfacings, etc.) may contain fibers too small to be detectable by PLM analysis and should be analyzed by TEM bulk protocols.
A "trace asbestos" will be reported if the analyst observes far less than 1% asbestos. CA Labs defines "trace asbestos" as a few fibers detected by the analyst in several preparations and will indicate as such under these circumstances.
Since allowable variation in quantification of samples close to 1% is high, <1% may be reported. Such results are ideal for point counting, and the technique is mandatory for friable samples (NESHAP, Nov. 1990 and clarification letter 8 May 1991) under 1% percent asbestos or "trace asbestos".
In order to make all initial PLM reports issued from CA Labs NESHAP compliant, all <1% asbestos results (except floor tiles) will be point counted at no additional charge.
CA Labs is accredited by the National Voluntary Accreditation Program (NVLAP) for selected test methods for airborne fiber analysis (TEM), and for bulk asbestos fiber analysis (PLM). CA Labs is also accredited by AIHA LAP, LLC. in the PLM asbestos field of testing for Industrial Hygiene. All analysts have completed college courses or hold a degree in a natural science (geology, biology, or environmental science). Recognition by a state professional board in one these disciplines is preferred, but not required. Extensive in-house training programs are used to augment the educational background of the analyst. The Laboratory Director and Quality Manager have received supplemental McCrone Research training for asbestos identification.
