About this file
This is a Single Source Justification document for a simplified acquisition to replace the Human Machine Interface (HMI) Screen generator synchronization system at Building 23265 at Beale AFB. The requirement is for ASCO Power Services, Inc. to replace the existing non-operational Wonderware Master Operator Interface Terminal and install an associated HMI on ASCO manufactured generator switchgear equipment, including a 5-year warranty.
The justification establishes that ASCO Power Services is the sole authorized provider, as they are the exclusive OEM with factory-trained technicians, proprietary tools/components, and do not authorize third parties to perform work on their equipment. A Request for Information (RFI) was posted on December 9, 2024 for one week, receiving only one response from a small business that lacked ASCO certification. The estimated contract cost is listed as $0.00 (likely pending finalization), with work to support the 548th Intelligence, Surveillance and Reconnaissance Group's $2 billion worth of Distributed Common Ground System equipment. The contracting activity is 9 CONS/PKB, and the justification was signed by Contracting Officer Candice Woods on December 17, 2024.

Section A: General Contract Information
Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity: 9 CONS/PKB
Project/Program Name: 9 CES Generator Human Machine Interface (HMI) Screen Replacement
Purchase Request / Local ID Number: F1H3A84326A001
Estimated Contract Cost (including Options): $0.00
Section B: Description of the Supplies/Services Required
The 548th Intelligence, Surveillance and Reconnaissance Group located with B23265 consists of more than 1,400 officer, enlisted, Guard, Reserve, civilian, and contract personnel spanning more than 40 Air Force Specialties responsible for operation and maintenance of more than $2 billion dollars' worth of Distributed Common Ground System (DCGS) equipment. The 548th is needing the existing synchronization system for the generators located in the utility room at B23265 replaced. The existing Wonderware Master Operator Interface Terminal (MOIT) is non-operational and offline. Synchronization of the generators allows the generators to match the demand parameters from the facility so that the system operates efficiently and effectively.
The contractor shall be responsible for replacing the existing Wonderware Master Operator Interface Terminal and installing the associated human machine interface (HMI) on ASCO manufactured generator switchgear equipment in use at Building 23265. The contractor shall ensure that the system supports and integrates with the existing on-site manufactured generators, maintaining their operational performance and compliance with mission requirements, and include a five (5) year warranty.
Section C: Justification for Soliciting from a Single Source or Brand Name
ASCO Power Services, Inc. is the exclusive Original Equipment Manufacturer (OEM) factory authorized full service provider for the maintenance, upgrades, and modernization of ASCO Power Technologies emergency power transfer system products. ASCO Power Services possesses unique capabilities that no other contractor can obtain, as outlined below:
a) Exclusive Factory Training and Certification: ASCO Power Services field service technicians are factory-trained and authorized to perform maintenance, upgrades, and modernization work on ASCO Power Technologies equipment. This ensures that all services are conducted to OEM specifications, utilizing the correct tools, processes, and standards.
b) No Authorization of Third Parties: ASCO Power Technologies, nor ASCO Power Services authorizes, certifies, or endorses any third-party organization to perform the work of any nature, including maintenance, upgrades, or modernization on ASCO emergency power transfer systems. Therefore, contracting with any other vendor risks non-compliance with OEM standards, jeopardizing the performance, safety, and warranty of the equipment.
c) Proprietary Equipment and Expertise: ASCO Power Services is the only authorized entity with access to ASCO Power Technologies proprietary tools, components, and technical expertise. This unique access ensure accurate diagnostics, genuine replacement parts, and quality performance for the emergency power transfer system products.
Due to the above reasons, ASCO Power Services is uniquely qualified to perform the required work, and no other contractor can obtain or replicate the capabilities. Any attempt to utilize another source would result in significant risk to equipment performance, compliance, and safety, as well as, potential mission-critical failures.
Section D: Efforts to Obtain Competition
Single Source Justification (Simplified Acquisition)
CONTROLLED UNCLASSIFIED INFORMATION
April 2021 CONTROLLED UNCLASSIFIED INFORMATION Page 2 of 2April 2021 CONTROLLED UNCLASSIFIED INFORMATION Page 2 of 2
To identify potential sources and promote competition, the Government posted a Request for Information (RFI) on the Government Point of Entry (GPE) on December 9, 2024 for a duration of one week. The purpose of the RFI was to gauge industry capability and determine whether competitive opportunities amongst small businesses exist for the required maintenance, upgrades, and modernization of ASCO Power Technologies emergency power transfer system products.
The Government received one response to the RFI from a small business. However, the respondent confirmed that they do not have ASCO factory-trained staff. The respondent further stated that, if required, they would either pursue ASCO factory certification or seek a teaming agreement to perform the work. Despite these statements, ASCO Power Technologies and ASCO Power Services do not certify or authorize third-party entities to perform work on their equipment. As such, the respondent's proposed actions are not feasible under ASCO's exclusive service requirements.
Based on the results of the RFI and the lack of qualified responses, the Government does not have reasonable expectation of receiving offers from two or more responsible sources. Therefore, competition is not anticipated for this requirement.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
To promote future competition and reduce reliance on single-source or brand name specific awards, the Government will take the following steps:
a) Market Research and Industry Engagement: The Government will continue to conduct through market research, including period RFI's and industry days, to identify potential vendors capable of performing maintenance, upgrades, and modernization of emergency power transfer systems. These efforts will focus on understanding industry trends, identifying emerging capabilities, and engaging with small businesses to encourage competition.
b) Encouraging Certification Opportunities: The Government will explore opportunities to engage with ASCO Power Technologies to determine if third-party certification programs are feasible. Encouraging ASCO to expand its factory training to additional vendors could foster competition in the future and increase the pool of qualified sources.
c) Acquisition Planning and Forecasting: The Government will improve long-term acquisition planning and provide forecasts for upcoming requirements. By identifying future needs early, the Government can provide potential vendors with sufficient time to pursue necessary certifications or establish teaming agreements with qualified entities.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
