About this file

This is a Statement of Work (SOW) for a roofing replacement project at two historic buildings managed by the US Department of Agriculture (USDA) Forest Service.

The project involves removing and replacing existing roofs at the Fenn Bunkhouse and Fenn Cookhouse, located at Fenn Ranger Station on the Selway River in Idaho. The Fenn Bunkhouse requires approximately 2,100 square feet of new roofing (8:12 pitch hipped roof with 2 ridges, 1 valley, and 5 hips), while the Fenn Cookhouse requires approximately 2,300 square feet (8:12 pitch hipped roof with 5 ridges, 4 valleys, and 7 hips). The contractor must provide all materials and labor, including underlayment, 16-inch cedar shingles, Cedar Breather, cedar saver, flashing, fascia, and ridge caps. Hand-nailing of shingles is required, and all roofing materials must come from the same manufacturer. The contract period runs continuously from November 13, 2026, through November 15, 2027. The contractor is responsible for disposing of existing roofing materials off Forest Service lands in compliance with state and federal laws, protecting buildings from weather exposure during work, and repairing any incidental damage. Both buildings are on the National Register of Historic Places, requiring care to avoid damage to exterior elements not included in the contract scope.

Key requirements include compliance with fire control provisions (equipment must have fire extinguishers and tools), weed-free equipment certification, environmental protections (oil spill prevention plans if storage exceeds regulatory thresholds), OSHA safety compliance, brown bat protection (work confined to September through June with potential tarping requirements if work extends into May or June), and archaeological/landscape preservation. Evaluation criteria are approximately equal in importance and include past performance, proposed schedule with task sequences and public safety controls, and experience in cedar shingle roofing with identification of proposed subcontractors and their relevant licenses and certifications. The technical criteria combined are approximately equal to price in the award decision.

2.0 Background

Fenn Bunkhouse:

The Fenn Bunkhouse is a multi-story historic building, that has an 8:12 pitch hipped roof, that has 2 ridges, one valley, 5 hips, and a surface area of approximately 1800 square feet calculated using field dimensions. Due to the complexity of the roof design and to breakage of shingles during installation it is approximated that an additional 20% in materials will be required, or most nearly 2100 SQ FT. Lower edge of roof is approximately 16’ above ground level on the highest edge and 9’ above ground level on the other three faces. Contractor should field verify dimensions. This building is a historic building on the National Register of Historic Places, care should be taken to not damage exterior parts of the building or grounds not included in this contract.

Fenn Cook house:

The Fenn Cook House is a multi-story historic building, that has an 8:12 pitch hipped roof, that has 5 ridges, 4 valleys, 7 hips, and a surface area of approximately 1950 square feet calculated using field dimensions. Due to the complexity of the roof design and to breakage of shingles during installation it is approximated that an additional 20% in materials will be required, or most nearly 2300 SQ FT. Lower edge of roof is approximately 9’ above ground level on the highest three sides and 5’ above ground level on the other faces. Contractor should field verify dimensions.
