About this file
This is an evaluation criteria document for Montana State University Parking Services' Request for Proposal (RFP MSU-RFP-27-02) for on-call, as-needed towing services. The RFP opened on August 11, 2026, with proposals due September 9, 2026, at 2:00 PM MDT. Bidders must submit a W-9 form, cost proposal using the provided template, and comprehensive company information including remit-to addresses and contract liaison details. Services must be available 7 days a week, 24 hours a day, 365 days a year. The University will provide a minimum of 30 days' notice for scheduled standby services when reasonably possible, though unforeseen events may require shorter notice periods. Questions from bidders are due August 25, 2026.
The evaluation will be conducted on a total of 600 points distributed across four categories: Company Experience and Offer Qualification (200 points), Ability to Meet Specifications/Scope of Services (200 points), Cost Proposal (200 points), and Bonus Points for Equal Pay for Montana Women compliance (50 points). The lowest overall cost receives the maximum cost proposal points, with all other proposals receiving a percentage based on their cost relationship to the lowest bid using the formula: (Lowest Cost ÷ Offeror's Cost) × 200 points. Responses are scored as Superior (90-100%), Good (75-89%), Fair (60-74%), or Failed (59% or less), with any failed response resulting in disqualification. Finalists must provide minimum three references demonstrating prior similar towing experience within the last three years and demonstrate financial stability through audited financial statements for the three years preceding the RFP issuance. Payment terms are Net 30 with 0% financing available, and successful awardees must register in SmartBuyMSU, Montana State University's e-procurement system.
