About this file
This document outlines the evaluation criteria for a federal solicitation to construct a new breakwater system at the McPhee Reservoir in Colorado. The solicitation will use a best value tradeoff process to evaluate quotes, with technical factors comprising approximately equal weight to price. Quotes will be rated on a scale of 1 to 5 for three technical evaluation factors: technical approach, with emphasis on use of biobased products; experience, focusing on similar past project experience; and price reasonableness. The solicitation is being conducted by the Forest Service for the San Juan National Forest, with the opportunity to provide construction services and optional disposal of existing tires from the reservoir and disposal site.

EVALUATION FACTORS FOR AWARD
1 PROPOSAL EVALUATION
Quotes will be evaluated using a best value approach. This process permits tradeoffs among price and non-price technical factors and allows the Government to accept other than the lowest priced quote. The government will evaluate quotes based on the technical evaluation factors specified in this solicitation. Each evaluation factor will be rated on a scale of 1 (worst) to 5 (best). Rating values will be totaled to determine the awardee.
2 TECHNICAL EVALUATION FACTORS
Factor 1. Technical Approach to Performing the Work When evaluating the Technical Approach to Performing the Work, the government will assess the reasonableness of the contractor’s proposed approach to performing the work including the use of biobased products in project implementation.
Factor 2. Experience The Government will assess the specialized experience and skill of the firm with a focus on experience that is like the specified project.
Factor 3. Price The proposed price will be evaluated for reasonableness. The technical factors, when combined are approximately equal to cost or price.
