About this file

This statement of work outlines requirements for a construction project at McPhee Reservoir in Colorado. The contractor will demolish an existing tire-based breakwater and install new floating wave attenuators, disposing of tires from the existing structure and a waste site. Under the base CLIN, the contractor must remove 44 large tires and supporting structures from the existing breakwater; manufacture, deliver, and install two 300-foot parallel lines of floating wave attenuators anchored with concrete; and place 10 lighted regulatory buoys. An optional CLIN allows for off-site disposal of approximately 165 additional tires from the breakwater and waste site. Key deliverables include a project plan, operations and maintenance manual, safety plan, and completion of the new breakwater system by April 14, 2023. The related federal contract opportunity is solicitation number 1240LT23R0049 issued by the USDA Forest Service for this construction work at McPhee Reservoir.

Statement of Work

Project McPhee Breakwater

General Information

1.0 Scope of Work

This project will replace the existing wave attenuator and add additional wave attenuation measures at McPhee Reservoir.

2.0 Background

The McPhee Reservoir is the 5th largest lake in Colorado. Built in the 1980s it is a popular destination for boating and fishing among other recreational activities. After initial construction a wave attenuator made of large industrial tires was installed to protect the McPhee boat ramp. Now, that system requires replacement due to excessive ongoing maintenance requirements and deterioration of its components. The new breakwater system will extend and replace the current system, providing additional wave protection for the boat ramp and marina while reducing future maintenance expenses.
