1 If this is a new contract, they should be using the current 01 57 19 and 01 57 19.01 20 from the JBLM Design Standards rather than 01 57 20.00 10

A Page 57, title

2 Current version of the federal standard is TT-P-1952F A Page 94, paragraph 2.1 3 Based on lack of info on the web, the soyathane WB (listed in the Biopreferred Catalog) may no longer be sold or available.

A As a pre-submittal requirement, the prospective contractor is required to submit their AUL. You’ll see their alternative they’d like reviewed before they use it.

4 The Biostripe listed in the Biopreferred Catalog doesn't meet the no pick-up dry time requirements in the federal standard (but meets every other requirement). Unless they update the standard or don't include the standard in the contract spec, there will be a conflict precluding use of a biobased product. If the COR or KO want to include the federal standard, then the spec writer or contracting official should fill out a HJB 225 noting that they want to spec the FED STD and that no biobased paint currently meets it.

5 I believe the FED STD is for waterborne paint only. Thus, if there is need for solventborne from late fall through early spring, language to that effect should be included in the SOW/PWS, stating that solventborne materials may require submittal and approval of HJB 226 if the product contains any constituents on the RUL. 01 57 19.01 20 includes boilerplate guidance for AULs and RUL. It is also in the SOW section boilerplate from the Design Standards, but the assumption is this is being done as a PWS rather than a SOW. If so, the AUL and RUL boilerplate from 01 57 19.00 20 can be pulled to incorporate into the PWS (if not already there) or just append 01 57 19.01 20 and refer the contractor to that section.

A Like in 2018’s umbrella contract, the contractor will submit on what they intend to use for approval prior to its use. It will be a part of their initial proposal for award consideration. The contract TO’s will be in the form of SOW’s. Contract appended to 01 57 19.01 20.

6 No recycled content requirement for traffic paint. A Acknowledged End of comments

The ten year horizontal time of travel boundary is the surface area overlying the portion of the aquifer that contributes water to the well within a ten-year period. Precaution should be taken to not impact the groundwater within the following areas either by microbial or direct chemical contamination. Therefore, it is highly recommended the following figures (figure 1) are included within the projects Spill Response

Plan.
