The purpose and scope of this indefinite-delivery, indefinite-quantity (IDIQ) contract is to provide all plant, labor, logistics, tools, equipment, and materials for various striping roads and streets at Joint Base Lewis-McChord (JBLM), and Yakima Training Center (YTC), Washington. Joint Base Lewis-McChord (JBLM) consists of JBLM-Main, JBLM-North, JBLM- McChord Field, and YTC. As requirements develop, Task Orders will be issued based on Technical Exhibit 1 (TE-1) and the attachments found at the end of this PWS. Task Orders will vary in size from $2,500.00 - $1,000,000.00 and will be issued by the Mission and Installation Contracting Command, Installation Support Detachment (MICC-ISD) JBLM, Washington.

1.2 ORDER PROCESSING PROCEDURES

When the Government requires work to be ordered under this contract, the work will be ordered on a Task Order that will authorize and list the location and specific project of work to be performed from scope of work and unit prices from TE-1.

Only work designated on the Order for Supplies or Services is authorized to be performed.

1.2.1 Issuance of Orders

Orders for Services will be issued by the Contracting Officer (KO) at the MICC-ISD when work is required. All orders will be emailed to the Contractor. Failure to acknowledge receipt of orders does not relieve the Contractor from completing the work by the completion date specified in the order. The day of issuance of an order is not counted in the time allowed for completion of an order.

1.3 CONSTRUCTION WAGE DECISIONS

The Construction wage rates incorporated at time of award shall be utilized for all Task Orders issued under this contract for the base year.

1.4 INSPECTION AND ACCEPTANCE

1.4.1 PERFORMANCE INSPECTIONS

a. The KO or his authorized representative will conduct necessary inspections during the daily hours of operation for the purpose of determining satisfactory performance.

b. At the COR's discretion, inspections may be conducted jointly with the Contractor's supervisor. Initial inspections will result in reports listing any existing unsatisfactory conditions found. A re-inspection(s) may be conducted to ensure that corrective action has been taken. The Contractor or its representative will be informed of inspection results. If the Contractor desires, he may accompany the party during the re-inspection(s). All areas found to be unsatisfactory may be checked during any subsequent inspection or re-inspection for corrective action.

1.4.2 PRE-FINAL AND FINAL INSPECTION

a. The Contractor and Public Works Inspector will jointly conduct a pre-final inspection prior to the Contractor requesting a final inspection. Any discrepancies noted shall be corrected prior to any final inspection. The KO may schedule more than one pre-final inspection if he determines it necessary.

b. When the Contractor is ready for final inspection, he shall submit a request for final inspection in writing (email) to the KO. The final inspection shall normally be requested at least three (3) workdays before the desired date.

c. The final inspection will be performed with the Contractor, subcontractors, Public Works Quality Assurance, representatives of the using activity, and the Contract Administrator. Any discrepancies noted shall be corrected within the time specified by the KO prior to final payment.

1.5 CONTRACT ADMINISTRATION

Contract administration will be performed by MICC-KO JBLM. The AKO, Contract Administrator, COR, and QAR as applicable, will be the Government points of contact during the performance period. Copies of appointment letters will be furnished to the Contractor after contract award.

1.6 CONTRACTING OFFICER'S AUTHORITY

a. The KO is the only person authorized to approve changes or modify any of the requirements under this contract, and notwithstanding anything contained elsewhere in this contract, the said authority remains solely with the KO. In the event the Contractor or contract employee effects any such change at the direction of any person other than the KO, the change will be considered to have been without authority, and no adjustment will be made in the contract price under the Changes clause or any other clause to cover any increase in costs incurred as a result thereof.

b. If the Contractor or contract employee believes technical direction involves a change in contractual requirements, he shall immediately notify the KO. Any modification of contract terms may only be accomplished by an appointed Contracting Officer.

1.7 DESIGNATION OF TECHNICAL REPRESENTATIVE

The Chief, Engineering Services Division, Public Works, or its authorized representative, is designated as the technical representative of the KO for the purpose of technical surveillance of workmanship and inspection of materials for work being performed under this contract. No technical representative is authorized to change any provisions of the specifications without written authorization of the KO, nor shall the presence or absence of a technical representative relieve the Contractor from any requirements of the contract.

PROJECT SCHEDULE

Government approval is required for submittals with a "G" designation; submittals not having a "G" designation are for information only. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government. Submit the following in accordance with Section SUBMITTAL PROCEDURES:

SD-01 Preconstruction Submittals Project Schedule; G

PART 2 PRODUCTS (Not Applicable)

PART 3 EXECUTION

3.1 GENERAL

A Project Schedule shall be prepared for all task orders with duration greater than 60 days. The scheduling of construction shall be the responsibility of the Contractor.

3.2 BASIS FOR PAYMENT

The schedule shall be the basis for measuring Contractor progress. Lack of an approved schedule or schedule updates will result in an inability of the KO to evaluate Contractor progress for the purposes of payment. Failure of the Contractor to provide all information, as specified below, shall result in the disapproval of the entire Project Schedule submission and the inability of the KO to evaluate Contractor progress for payment purposes.

3.3 PROJECT SCHEDULE

3.3.1 Level of Detail Required

The KO will use, but is not limited to, the following conditions to determine the appropriate level of detail to be used in the Project Schedule.

3.3.1.1 Procurement Activities

Tasks related to the procurement of long lead materials or equipment shall be included as separate activities in the project schedule. Long lead materials and equipment are those materials that have a procurement cycle of over 30 days. Examples of procurement process activities include, but are not limited to: submittals, approvals, procurement, delivery, start-up, and testing.

3.3.1.2 Government Activities

Government and other agencies activities that could impact progress may be shown. These activities include, but are not limited to: approvals, inspections, utility tie-in, Government-Furnished Equipment (GFE), and notice to proceed for phasing requirements.

3.3.1.3 Work Areas

All activities shall be identified in the project schedule by the work area in which the activity occurs.

3.3.1.4 Feature of Work

All activities shall be identified in the project schedule according to the feature of work to which the activity belongs. Feature of work refers to, but is not limited to lines, transverse markings, raised pavement markers, and areas.

3.3.2 Project Schedule Detailed Requirements:

3.3.2.1 Critical Path Method: Use the Critical Path Method (CPM) of network calculation to generate the Project Schedule.

Prepare the Project Schedule using the Precedence Diagram Method (PDM).

3.3.2.2 Level of Detail Required: Develop the Project Schedule to an appropriate level of detail. Failure to develop the

Project Schedule to an appropriate level of detail, as determined by the KO, will result in its disapproval. The KO will consider, but is not limited to, the following characteristics and requirements to determine appropriate level of detail:

3.3.2.3 Activity Durations: Reasonable activity durations are those that allow the progress of ongoing activities to be accurately determined between update periods. Procurement activities are defined herein.

3.3.2.4 Permit Activities: Include permit activities, when required, with the necessary conferences and follow-up actions and dates. Include the permitting schedule in the Project Schedule, showing the sequence of events involved in carrying out the project permit tasks within the specific contract period. This shall be at a detailed level of scheduling sufficient to identify all major permitting tasks, including those that control the flow of work.

3.3.2.5 Procurement Activities: Tasks related to the procurement of long lead materials or equipment shall be included as separate activities in the project schedule. Long lead materials and equipment are those materials that have a procurement cycle of over 30 days. Examples of procurement process activities include, but are not limited to:

submittals, approvals, procurement, delivery, start-up, and testing.

3.3.2.6 Government Activities: Show Government and other agency activities that could impact progress. These activities include, but are not limited to: approvals, environmental permit approvals by State regulators, inspections, utility tie-in, Government Furnished Equipment (GFE) and Notice to Proceed (NTP) for phasing requirements.

3.3.2.7 Scheduled Project Completion and Activity Calendars: The schedule interval shall extend from Notice to Proceed

(NTP) date to the required contract completion date. The contract completion activity (End Project) shall finish based on the required contract duration in the accepted contract proposal, as adjusted for any approved contract time extensions. The first scheduled work period shall be the day after NTP is received by the contractor. Schedule activities on a calendar to which the activity logically belongs. Activities may be assigned to a 7-day calendar when the contract assigns calendar day durations for the activity such as a Government Acceptance activity. Assign the Category of Work Code - Weather Sensitive Installation to those activities that are weather sensitive. Original durations must account for anticipated normal adverse weather. The Government will interpret all work periods not identified as non-work periods on each calendar as meaning the contractor intends to perform work during those periods.

3.3.2.8 Project Start Date: The schedule shall start no earlier than the date on which the NTP was acknowledged. Include as the first activity in the project schedule an activity called “NTP”.

3.3.2.9 Project Completion Date: Constrain completion of the last activity in the schedule by the contract completion date.

Schedule calculations shall result in a negative float when the calculated early finish date of the last activity is later than the contract completion date. Include as the last activity in the project schedule an activity called "Project Completion".

3.3.2.10 Mandatory Tasks. The following tasks must be included and properly scheduled: Equipment testing/commissioning.

Contractor's reflectivity testing Submission of closeout submittals Correction of punchlist from the contractor's pre-final inspection. Final inspection.

3.5.2 Start and Finish Dates

The Actual Start and Actual Finish dates for each activity currently in-progress or completed activities.

3.5.3 Time Completion

The estimated Remaining Duration for each activity in-progress. Time-based progress calculations must be based on Remaining Duration for each activity.

3.5.4 Other Changes

Other changes required due to delays in completion of any activity or group of activities are those delays beyond the Contractors control such as strikes and unusual weather. Also included are delays encountered due to submittals, Government Activities, deliveries, or work stoppage which makes re-planning the work necessary, and when the schedule does not represent the actual prosecution and progress of the work.

SUBMITTAL PROCEDURES

The KO may request submittals in addition to those specified when deemed necessary to adequately describe the work covered in the respective sections.

Units of weights and measures used on all submittals are to be the same as those used in the contract drawings.
