Department of Veterans Affairs Headquarters

About this file

This notice describes a forthcoming federal contract solicitation for construction services. The Department of Veterans Affairs intends to solicit and award a firm-fixed-price contract to construct a new evidence-based inpatient care ward at the Minneapolis VA Medical Center. The project scope includes renovating an existing ward along with associated spaces to create a new ward, installing a new air handling unit, and renovating rooms to a conference room and resident office. The solicitation will be a request for proposal issued on or around July 22, 2020, with a period of performance of approximately 390 calendar days from notice to proceed. The anticipated magnitude of construction is between $5 million to $10 million. The solicitation will be set aside as a total SDVOSB and offers will only be accepted from qualified SDVOSB concerns.

b. The fire resistance rating in Table 6.1.14.4.1 (a)(b) is permitted to be reduced by 1 hour, but not less than 1 hour where building is protected throughout by an approved automatic sprinkler system

1) Health Care – Assembly – 1 hour

2) Heath Care – Business – 1 hour

3) Health Care – Storage – 1 hour

4) Assembly – Business – 1 hour

C. Hazard of Contents

1. Ordinary hazard contents shall be classified as those that are likely to burn with moderate rapidity or to give off a considerable volume of smoke (Reference NFPA 101 - Section 6.2.2.3)

III. NFPA 101 CHAPTER 7 – Means of Egress A. General

1. Exit Access Corridors - Corridors used as exit access and serving an area having an occupant load exceeding 30 shall be separated from other parts of the building by walls having not less than a 1-hour fire resistance rating in accordance with Section 8.3.

(Reference NFPA 101 - Section 7.1.3.1)

2. Exits – Existing to remain (Reference NFPA 101 - Section 7.1.3.2)

3. Interior wall and ceiling finish shall be in accordance with Section 10.2. In exit enclosures, interior wall and ceiling finish materials complying with Section 10.2 shall be Class A or Class B.

(Reference NFPA 101 - Section 7.1.4.1) New interior floor finish in exit enclosures, including stair treads and risers, shall be not less than Class II in accordance with Section 10.2. (Reference NFPA 101 - Section 7.1.4.2)
