EXHIBIT A – SCOPE OF WORK
A. BACKROUND
The Governor’s Office of Service and Community Engagement (GO-Serve) is an office of the Executive Branch which serves to elevate paid service and volunteerism in the state, promotes more youth and community engagement, and advances public awareness and outreach efforts to tackle the state’s most pressing challenges. GO-Serve consists of the Office of Community Partnerships and Strategic Communications (OCPSC), California Volunteers (CV), and the Youth Empowerment Commission (YEC).
The Office of Community Partnerships and Strategic Communications is tasked with taking on the critical role of managing priority public education and community engagement efforts and provide ongoing support to community-based organizations. California Volunteers is tasked with engaging Californians in service, volunteering, and civic action to tackle the State’s most pressing challenges while mobilizing all Californians to volunteer and serve in their communities. The Youth Empowerment Commission aims to provide meaningful opportunities for civic engagement to improve the quality of life for California’s youth - especially disadvantaged youth.
The Coronavirus (COVID-19) pandemic forced the state to rethink existing strategies for engagement and mobilization of Californians around pressing community issues. California Volunteers, as the State Service Commission and the lead for volunteerism, service, and civic engagement in the state, developed and launched three new paid service programs to help mobilize Californians around challenging key state issues and priorities; Youth Service Corps, #CaliforniansForAll College Corps and California Climate Action Corps. The creation of these programs greatly increased the number of opportunities for Californians to gain skills and earn money while making a direct impact on communities across the state. Along with AmeriCorps California, these programs are collectively referred to as the California Service Corps.
California Volunteers is now expanding recruitment efforts to bolster ongoing success through pipeline building and grassroots outreach focused on individuals of high school age. The expansion will have two objectives: 1) create a robust, statewide network of grassroots-level trusted messengers equipped with collateral for promoting California Service Corps opportunities to target recruitment audiences across the state; and 2) research and curate a calendar of events and conferences suitable for reaching target recruitment audiences across the state, including a supply of physical recruitment collateral. California Volunteers is working with local government and nonprofit partners to support this work by cultivating relationships with business, nonprofit and government leaders, strengthening networks, and pursuing paid and earned media coverage. This recruitment outreach effort will produce 500 new grassroots-level trusted messengers and support them as they promote California Service Corps opportunities to target audiences. This will also lay the groundwork for California Service Corps programs awareness to be shared at relevant events and conferences throughout the contract term.
B. PURPOSE
The State seeks a qualified Contractor that can quickly develop and execute a pipeline building strategy designed to familiarize key target audiences across the state with the California Service Corps, generate interest from prospective service members and engage new recruitment contacts for high school and college-bound audiences. The Contractor must possess strong project man-agement skills, the ability to manage subcontractors (if necessary), have extensive knowledge of reaching targeted grassroots audiences through proven, specific information sources. The Contrac-tor will assist in the coordination, development and implementation of targeted outreach efforts and provide support through audience identification research and audience development, strategic planning and community engagement to support recruitment and member enrollment.
C. Objective The work to be performed under this Agreement shall be in accordance with GO-Serve’s Request For Proposal solicitation #CV24-108.
