About this file
This document outlines the technical factors and evaluation criteria for solicitation FA442726Q1137 for Regulated Garbage Services at Travis Air Force Base, California. Offerors must provide responses not exceeding 10 pages demonstrating how they will fulfill three primary technical factors.
Factor 1 addresses Service and Operational Capabilities, requiring contractors to pick up USDA-regulated garbage on an as-needed basis with a minimum of one and maximum of two pickups per week, handling approximately 100-300 lbs per pickup (15,000 lbs annually) with no more than one missed pickup per month. Contractors must provide their own containers for storage and transport, accommodate four emergency pickups annually with 24-hour notice, and operate during standard business hours of 8:00 a.m. to 4:30 p.m., Monday through Friday, excluding federal holidays. Factor 2 addresses Compliance and Qualifications, mandating that contractors or subcontractors submit proof of USDA APHIS Compliance Agreement (PPQ Form 519) for a USDA-approved processing facility within the Greater San Francisco Bay Area or Northern California region. All regulated garbage must be treated and disposed of according to USDA guidelines through incineration or sterilization, and all drivers must possess valid state driver's licenses. If subcontracting is utilized, the proposal must clearly delineate specific roles, tasks, and work percentages performed by prime and subcontractor to comply with the Limitations on Subcontracting clause (FAR 52.219-14). Factor 3 addresses Management and Administrative requirements, including implementation of a commercial quality control program to identify and prevent defective services, designation of a contract manager and alternate with full authority available during business hours, and provision of detailed manifests for each pickup and monthly invoices including weight, number of pickups, and billing totals.
