About this file

This is a Statement of Work (SOW) for a fire suppression system integration project at Travis Air Force Base (TAFB), California, supporting the 60 Maintenance Group.

The contractor must connect the Fire notification panel to the Fire Suppression system in Building 167 to enable safe operation of Advanced Hardware Training Devices (AHTDs) across five trainer rooms. The primary objectives include: (1) adding trouble zones for each trainer room's Emergency Power Off (EPO) Fire Relay Modules; (2) reprogramming the Fire Alarm Control Panel (FACP) Notifier 3030 to include Fire Notification Bypass, Sprinkler System Bypass, HVAC Shutdown Bypass, and Monaco Signal Bypass functions; (3) labeling all new bypass functions on the FACP panel; and (4) performing comprehensive testing to verify 100% operational functionality with documented end-to-end communication between the fire panel, on-site AHTD trainers, and the Base Fire Department. The contractor must provide all tools, equipment, certified electrician personnel, and necessary items to complete the work.

The AHTD Interface Specifications detail component requirements across five rooms: Room 128 (FDAT Hardware) requires 3 Relay Modules (FRM-1) and 6 Smoke Sensors (FSP-851); Room 134 (EAPUT Hardware) requires 1 relay module and 1 smoke sensor; Room 123 (FCT Hardware) requires 1 relay module and 4 smoke sensors; Room 135 (AROT Hardware) requires 2 relay modules and 5 smoke sensors; and Room 132 (LGT Hardware) requires 2 relay modules and 2 smoke sensors. The performance period is 60 days after receipt of order. Points of contact are TSgt Eric Salas (707-816-3430, eric.salas@us.af.mil) and MSgt Daniel Coker (707-424-0375, daniel.coker.1@us.af.mil).

Fire Suppression System for AHTD Support Statement of Work (SOW)

Travis Air Force Base (TAFB)

Description:

60 MXG, TAFB CA, has a requirement to connect the Fire notification panel to the Fire Suppression system in building 167 to include the Advanced Hardware Training Devices (AHTDs) high bays for safe operation.

System will allow complete fire detection/suppression throughout the building, optimizing Emergency Fire Service response and ensuring the safe utilization of all classroom and training equipment.

Use of these training devices is currently non-existent, as they cannot be safely operated without being connected to the base response framework. It supports potential future training and maintenance demands over a planned 50-year life, and those demands are assumed in this document.

A similar setup used at McConnell AFB (MOB 1) KC-46 MTS schoolhouse is offered as a point of reference (Attachment 1) to be adapted to the existing hardware at Travis AFB.

The contractor shall provide all tools, equipment, personnel (certified electrician), and all items necessary to accomplish the following:

1.) Add a trouble zone for each trainer room’s Emergency Power Off (EPO) Fire Relay Modules

(FRM).

2.) Reprogram the Fire Alarm Control Panel (FACP) Notifier 3030 to add the following Bypass Functions:

a. Fire Notification Bypass

b. Sprinkler System Bypass (fire pump bypass)

c. Heating, Ventilation, and Air Conditioning (HVAC) Shutdown Bypass

d. Monaco Signal Bypass

3.) Attach appropriate labels each new Bypass Function on the FACP Notifier Panel.

*See pg. 2 of Attachment 1 from McConnel AFB for further description/example of necessary work*

4.) Following programming, the Contractor shall test and verify the 100% operational functionality of the modified Fire Alarm Control Panel. Testing must confirm proper communication loops and signal transmission between the fire panel, the on-site AHTD trainers, and the Base Fire Department. The Contractor shall provide a written test report to the Program Manager confirming successful end-to-end communication.

5.) AHTD Interface Specifications:

Room 128 - FDAT Hardware

- Relay Module (p/n: FRM-1): 3 total for training devices

- Smoke Sensor (p/n: FSP-851): 6 total for training devices

Room 134 - EAPUT Hardware

- Relay Module (p/n: FRM-1): 1 total for training device

- Smoke Sensor (p/n: FSP-851): 1 total for training device

Room 123 - FCT Hardware

- Relay Module (p/n: FRM-1): 1 total for training device

- Smoke Sensor (p/n: FSP-851): 4 total for training device

Room 135 - AROT Hardware

- Relay Module (p/n: FRM-1): 2 total for training device

- Smoke Sensor (p/n: FSP-851): 5 total for training device

Room 132 - LGT Hardware

- Relay Module (p/n: FRM-1): 2 total for training device

- Smoke Sensor (p/n: FSP-851): 2 total for training device

6.) Performance Period: The contractor shall complete the services within 60 days after receipt of order.
