About this file

This is a Delivery and Installation Instructions document for the State of California's Department of General Services, related to an Informal Competitive solicitation for vending machine installation at the Enoch Christoffersen Southbound Roadside Rest Area on Highway 99 in Turlock, California. The project requires delivery and installation of nine vending machines: one hot coffee machine, one frozen food/ice cream machine, three vandal-resistant snack machines, and four cold drink machines. All machines must be newly manufactured goods and integrated into the roadside rest stop structure as exterior walls. The contractor must coordinate delivery at least two weeks in advance with the Bureau of Equitable Payments (BEP) Vendor and BEC to verify machine placement, configurations, and security requirements. The contractor bears responsibility for completing all delivery, set-up, installation, testing, and training within five weeks (35 calendar days) after receipt of order, with equipment fully operational by day 35. Failure to meet delivery requirements constitutes grounds for contract termination.

The contractor must provide a truck equipped with a liftgate and pallet jack for unloading, as no loading dock is available. Installation requirements include securely strapping machines together with steel straps, framing with wood or metal to eliminate gaps, and accounting for a six-inch discrepancy between the sidewalk and structure floor with only one to two inches of vertical clearance. The bid must include removal or trade-in of nine existing machines through an approved recycling center, with barcodes and recycling receipts required for payment. Invoices must be submitted to BEPInvoices@dor.ca.gov and must include complete unit descriptions, delivery location, brand, model, serial numbers, and warranty information. The contractor must provide all components for installation, testing, training on operational features and preventative maintenance, and remove all packing materials. Any substitutions require advance written consent from the buyer, and all goods are subject to state inspection and rejection. Payment will be delayed if barcodes are not received with invoices.
