About this file

This is a specifications attachment for an Informal Competitive solicitation issued by the California Department of Rehabilitation (DOR) for vending machines to be installed at the Enoch Christofferson SRRA Northbound location. The solicitation requests procurement of nine vending machines: one frozen vending machine, one hot drink vending machine, three vandal-resistant merchandiser snack machines, and four cold drink vending machines. The specifications reference brand names and model numbers descriptively but not restrictively, allowing bidders to propose equivalent items that meet specified quality standards. The awarded supplier must deliver, install, and make all equipment operational within five weeks (35 calendar days) after receipt of order. Upon award, the supplier is responsible for coordinating with the visually impaired operator to obtain machine configuration preferences, labels, selection specifications, and delivery instructions. The solicitation also requires removal and trade-in or recycling of nine existing vending machines identified by bar code numbers in a separate attachment.

All vending machines must comply with applicable Federal, State, and local regulations including ADA accessibility requirements, Underwriters Laboratories standards (UL 751 for non-refrigerated and UL 541 for refrigerated machines), California Appliance Efficiency Regulations, Federal energy conservation standards, EPA/DOE Energy Star Version 3.0 for refrigerated beverage machines, and ANSI/NSF Standard 25-2012 for hot beverage machines. Machines must be NAMA-listed and include specified components such as Nayax VPOS credit card readers, MEI Talos bill acceptors with 500-count bill boxes, and MEI griffin coin mechanisms. The supplier must provide 90 days of free parts and labor from the date of original installation, including setup, programming, training, and warranty repairs. The supplier must honor all manufacturer warranties and guarantees and is responsible for all work performed by any subcontractors utilized for delivery, installation, or warranty services. All machines require 115-volt power with GFCI-protected cords, front-accessible loading, removable coin and bill boxes, and dimensions not exceeding 80 inches in height and 38 inches in depth.
