Any information (classified or unclassified) pertaining to this contract shall not be released for public dissemination except as provided by the National Industrial Security Program Operating Manual (NISPOM) or unless it has been approved for public release by appropriate U.S. Government authority. If any difficulty is encountered in applying this guidance or if any other contributing factor indicates a need for changes in this guidance, the contractor is authorized and encouraged to provide recommended changes; to challenge the guidance or the classification assigned to any information or material furnished or generated under this contract; and to submit any questions for interpretation of this guidance to the official identified below. Pending final decision, the information involved shall be handled and protected at the highest level of classification assigned or recommended.

i. OPNAVINST 2221.5D Release of Communications Security Material to U.S. Industrial Firms Under Contract to the Dept of the Navy
Personnel Clearance (PCL) is valid for access to classified information at the same or lower level of classification as the level of the clearance granted. An interim SECRET PCL is valid for access to classified information at the level of the eligibility granted, except for RD, COMSEC Information and NATO Information.
All contractor personnel performing at SWFLANT on a classified contract will require a SECRET PCL. An Interim SECRET PCL will be accepted. All Contractors must in and out brief with SWFLANT Industrial Security for access to SWFLANT facilities and areas. To in process all contractors must have a Interim Secret PCL, Visit Request in System of Record (DISS/NBIS) to SMO Code 68733, be enrolled in Continuous Evaluation.
Contractor is subject to inspection for security compliance by local Industrial Security Representative at SWFLANT.
Personnel designated as derivative classifiers shall receive derivative classification training prior to access from the contractor's Facility Security Officer (FSO). The FSO shall ensure personnel receive initial and annual training during the life of this contract. Evidence of completion, training certificates or equivalent, shall be provided to the Information Assurance Manager no later than the individual's due date.
Block 10J and 11L - All documents generated under this contract which contain CUI materials must be marked in accordance to the DODI 5200.48 marking requirements. SSP CUI material, including electric transmission thereof, will be protected and handled as specified in the latest version of SSINST 5230.11A. To facilitate implementation of the DoDI 5200.48 marking requirements, the Contractor shall be in compliance with DoDI 5200.48.
In addition to the above required markings, the government recommends use of supplemental administrative markings: Draft, Pre-decisional, and Deliberative. They should be used to indicate the non-final status of documents under development to avoid confusion and maintain the integrity of the government and contractors decision-making process. These markings are useful for determinations on information subject to the Freedom of Information Act (FOIA). If these administrative markings are utilized, they must not be incorporated into the CUI banners or duplicate any marking in the CUI Registry.

VISITOR SECURITY GROUP AGREEMENT (VGSA) - A VGSA will be executed between Company XYZ and SWFLANT.
Company XYZ will execute a VGSA to all subcontractors.
