About this file
This is a Determination & Findings document authorizing a single-source procurement. The contracting activity is AFTC/PZIOB, and the acquisition is for Emergency Dispatch Consoles specifically the Apollo Console manufactured by Watson Furniture, valued at $51,076.50. The procurement is being conducted at or below the Simplified Acquisition Threshold (SAT) and is justified under RFO 11.204(a)(2)(ii) for brand-name products, with supporting authority from RFO 8.401 and GSAR 538.7104-3(a) for Federal Supply Schedule (FSS) orders.
The determination establishes that the Apollo Console possesses unique physical, functional, and ergonomic capabilities essential for 24/7 mission-critical command and control environments. Key distinguishing features include a 14.5-inch deep reach zone with independently motorized electronic focal-depth and monitor-height positioning that isolates the worksurface from the display array, localized climate control compliant with MIL-STD-1472H and AFI 48-145 standards to maintain operator alertness and core temperature in low-temperature dispatch spaces, and consolidated environmental controls and ergonomic adjustments accessible through a single interface with individualized RFID credentialing for operators. The findings conclude that no other commercially available console system integrates these combined features without substantial modification or failure to meet the mission partner's operational standards. The determination was approved by Joshua Vasquez, NH-III, DAF Contracting Officer, on September 27, 2026.

Authority to Solicit from a Single Source (at or below the SAT)
1. Agency and Contracting Activity: AFTC/PZIOB
2. Nature and/or Description of the Action: $51, 076.50
Emergency Dispatch Consoles (Watson Furniture's Apollo Console)
3. Citation to the Appropriate Regulation:
(Contracting Officer Instruction: Select the applicable authority for this acquisition)
RFO 8.401 and GSAR 538.7104-3(a) (FSS Orders): The circumstances of the acquisition deem only one source reasonably capable of providing the products, services, or solutions.
RFO 11.204(a)(2)(ii) (Brand Name): The particular brand name, product, or feature is essential to the Government's requirements, and market research indicates other companies' similar products, or products lacking the particular feature, do not meet the agency's needs or cannot be modified to meet the agency's minimum needs,.
RFO 12.102(a) (Commercial Products and Services): Only one source is available,.
RFO 13.101(b) (Noncommercial Products and Services): Only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand-name, or industrial mobilization),.
4. Findings:
The Apollo console from Watson Furniture possesses salient physical, functional, and ergonomic capabilities essential to fulfilling the operational and physiological requirements of 24/7 mission-critical command and control environments. Unlike conventional consoles that require moving the primary worksurface to modify viewing distance, Apollo isolates the worksurface from the display array, utilizing an intentional 14.5-inch deep reach zone paired with an independently motorized, electronic focal-depth and monitor-height positioning system. These measurements meet the mission partner's required size for their dispatch room. Furthermore, Apollo is engineered with localized climate control compliant with MIL-STD-1472H and AFI 48-145 standards to sustain operator alertness, core temperature, and physical endurance in low-temperature dispatch spaces. All environmental controls and ergonomic adjustments are consolidated into a single interface supporting individualized RFID credentialing for operators. No other commercially available console system integrates these combined salient features without substantial modification or failure to meet our mission partner's standards.
5. Determination: Based on the findings above, the proposed sole source or brand name action is justified under the applicable regulation.
6. Signatory Authority: (Contracting Officer Instruction: In accordance with DAF Approval Authorities Matrix PM 26-C-11 Matrix Item 51 for RFO 13.101(b) actions and GSAR 538.7104-3(a) for FSS orders, the Contracting Officer is the approval authority for these determinations).
