About this file

This document contains three DAFFARS clauses that would be included in a federal contract opportunity:

  1. The Ombudsman clause outlines the process for contractor personnel to raise concerns or issues during the acquisition that cannot be resolved with the contracting officer. It establishes an ombudsman to facilitate the resolution of such concerns.

  2. The Antiterrorism Awareness Training for Contractors clause requires contractor personnel who require routine physical access to a federally-controlled facility or military installation to complete Level I antiterrorism awareness training within 30 days of requiring access and annually thereafter.

  3. The Health and Safety on Government Installations clause requires the contractor to take reasonable steps to prevent accidents and preserve the health and safety of personnel on the government installation. It allows the contracting officer to direct compliance with AFOSH standards.

The related federal contract opportunity is for a Protestant Religious Education Coordinator at Columbus AFB, Mississippi. The contract has a base year and four option years. The key requirements include demonstrating knowledge of the Protestant faith, experience coordinating religious education events and programs, administrative skills, and the ability to work in a pluralistic environment. Candidates must pass a background investigation.

(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.

(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution.

Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).

(c) If resolution cannot be made by the contracting officer, the interested party may contact the ombudsman, [Insert names, addresses, telephone numbers, facsimile numbers, and e-mail addresses of Center/MAJCOM/FLDCOM/DRU/DAFRCO ombudsman/ombudsmen].
