STATEMENT OF WORK (SOW)

Protestant Religious Education Coordinator

Columbus Air Force Base, MS

1 Oct 24

1. Contract Position Title. Protestant Religious Education (RE) Coordinator (Non-Personal

Service).

2. GENERAL SCOPE: Provides leadership and administrative support for Protestant RE programs, events, and resource management for the Columbus AFB Chapel. The Protestant RE

Coordinator works closely with the Wing Chaplain to ensure budgets, program schedules, publicity, and other program requirements are developed and implemented.

2.1.1. Period of Performance:

Base: 1 Oct 24 – 30 Sep 25

Option 1: 1 Oct 25 – 30 Sep 26

Option 2: 1 Oct 26 – 30 Sep 27

Option 3: 1 Oct 27 – 30 Sep 28

Option 4: 1 Oct 28 – 30 Sep 29

3. EDUCATION AND EXPERIENCE REQUIREMENTS. The Protestant RE Coordinator:

3.1. Demonstrate an in-depth knowledge of the Protestant Faith and a commitment to the

Protestant Faith. Must provide a resume and references validating education and experience requirements.

3.2. Must have 1 years’ experience coordinating and conducting Protestant RE events and other seasonal Protestant religious programs (e.g. Christmas and Easter lessons/classes).

3.3. Must possess sufficient administrative skills necessary to produce bulletins and flyers, create and modify RE program/ministry documents, update and manage calendars, correspond via email and/or social media, and must have at least one year’s experience using Microsoft Word, Outlook, Excel, and Publisher.

3.4. Demonstrate a basic understanding of the spiritual growth process of individuals and groups in the Protestant Faith. Contractor must be able to clearly express basic Protestant doctrine.

3.5. Demonstrate basic skill in money management related to the Protestant Religious Education programs to include creation and management of a budget, resourcing RE programs/classes, and managing special collections (e.g. contributions collected during RE events/classes for humanitarian relief, missions, ministry projects, etc.).

3.6. Experience in the creation and distribution of publicity to include advertising in newspapers, writing worship service bulletin announcements, and utilizing other advertising resources (to include multiple forms of social media).

3.7. Must be able to receive clearance from a background investigation IAW public Law 101-

647, Section 231 (Crime Control Act of 1990 and DODI 1402.5, Criminal History Background

Checks on Individuals in Child Care Service Position). An adverse finding from this investigation may result in a termination of services.

3.8. Contractor must be willing to work in a pluralistic environment where they may come in contact with members from various faith groups and/or viewpoints. Contractor will be professional and not denigrate individuals with a different religious perspective or viewpoint.

3.9. The Contractor will be professional at all times. Attire and grooming will be neat, clean, and proper for worship and all ministry functions.

4. CONTRACTOR’S DUTIES & RESPONSABILITIES

4.1. Must be able to work an average of 20 hours a week with a maximum of 40 hours per week during peak weeks. Peak weeks are the week surrounding Christmas, New Years, Thanksgiving, the end of the school year, and VBS. A maximum of three additional peak weeks may occur during the contract period.

4.2. Provide a comprehensive Protestant Religious Education program (to include ages ranging from children to adult) that includes Sunday RE classes and a mid-week RE program.

4.3. In coordination with the Wing Chaplain, develop an annual Protestant Religious Education curriculum and schedule. The curriculum will meet guidelines established by the Wing

Chaplain.

4.4. In coordination with the Wing Chaplain, determine the annual needs for Protestant

RE literature, resources, and supplies.

4.5. In coordination with the Wing Chaplain, develop and submit an annual budget proposal for the Protestant Religious Education program.

4.6. Assist in the oversight of the annual Protestant budget.

4.7. Co-lead annual Vacation Bible School (VBS) with the Catholic RE Coordinator. Specific

VBS responsibilities will include planning, recruiting teachers and volunteers, advertising the event, registering students, and overseeing the program.

4.8. Develop and coordinate publicity of Protestant Religious Education Parish programs to include advertising in the base newspaper, worship service bulletins, marquees, etc.

4.9. Ensure facility requests for all Protestant Religious Education programs occurring in

Chaplain Corps facilities are filled out correctly, submitted to the Columbus AFB Chapel staff in a timely manner, and coordinated properly.

4.10. Ensure that all funds’ requests for Protestant Religious Education programs are completed correctly, submitted in a timely manner, and properly coordinated.

4.11. Monitor the handling of all funds received in Protestant RE programs to ensure compliance with applicable directives and operating instructions.

4.12. Recruit, interview, select, and train prospective teachers, teacher aides, substitutes, and other workers necessary to run the Protestant Religious Education program.

4.13. The Protestant RE Coordinator will ensure that all individuals working with children under

18 years of age have submitted and been cleared by the standard background investigations for work with children below 18 years of age, as directed by DODI 1402.5 Criminal History

Background Checks on Individuals in Childcare Services and HCOI 52-107, Background

Checks.

4.14. Ensure the facility (to include all classrooms) is set-up before the start of Protestant RE programs and event.

4.15. Monitor classrooms during Religious Education programs to ensure policies/procedures are being followed.

4.16. Create and manage card files on students, parents and teachers attending Protestant RE programs. Card file data will include emergency contact information.

4.17. Supervise the registration of Protestant RE students, teachers, and new families.

4.18. Maintain a Protestant RE volunteer list. The list will include the names and contact information of all Protestant RE volunteers. Contractor will also digitally track volunteer hours.

4.19. Ensure that all Protestant RE volunteers are aware of local safety requirements and procedures.

4.20. Collect and distribute weekly statistical reports (e.g. attendance) for Protestant Religious

Education classes and events.

4.21. Develop and manage a continuity file for the Protestant RE program.

4.22. Attend all meetings pertaining to the Protestant Religious Education program to include:

4.22.1. Protestant Parish Advisory Council meetings (monthly).

4.22.2. Columbus AFB Chapel weekly team meetings.

4.22.3. Meetings with the Wing Chaplain (as required) for coordination of the Protestant

Religious Education program.

4.23. Sub-Contracting.

4.23.1. As needed, the Protestant Religious Education Coordinator shall provide a list of substitute contract personnel. Names of substitutes and credentials shall be provided no later than 30 calendar days prior to the sub-contractor fulfilling the contract.

Subcontractors must meet or exceed the experience requirements listed in this statement of work as well as comply with all required regulations. Substitutes will be approved by the Wing Chaplain.

4.23.2. The COR and Wing Chaplain should be notified at least 15 days before any leave of absence that would prevent the contractor from performing the services.

4.23.3. The COR and Wing Chaplain reserve the right to refuse the services of such a substitute if he/she is deemed unqualified.

4.24. Safety and Security. The contractor is accountable for security and cleanliness of all facilities utilized in conjunction with their programs.

4.24.1. Contractor will be familiar with and implement fire and safety practices in accordance with AFI 91-301 to prevent accidents and preserve the life and health of him/herself and any personnel performing or in any way affected by the performance of this contract.

4.24.2. Contractor will be familiar with and comply with all security procedures to include ensuring the Columbus AFB Chapel facilities are properly secured, doors and windows locked, and lights turned off.

4.24.3. Contractor shall be responsible for keys provided and keys shall not be duplicated.

4.24.4. Contractor shall report to the facility manager any duplicated, lost, or misplaced keys upon discovery of the occurrence.

4.24.5. All keys will be returned on revocation of this contract.

4.25. Background Checks.

4.25.1. Contractor shall complete and submit personnel background check application within twenty (20) working days after award date to the Chaplain Corps background check program manager for processing. It is mandatory that all contractors working with children under the age of eighteen (18) have a background investigation. This is in compliance with Public Law 101-64, Section 231 (Crime Control Act of 1990 and DoDI

1402.5). An adverse finding from this investigation at any time will result in termination of services.

4.26. Maintain healthy interpersonal relationships with chapel staff, fellow contractors, and parishioners.

4.27. Maintain professional standards of conduct and decorum, to include dress, appearance, grooming, and use of appropriate, professional language.

4.28. Payment for Services. The Contractor is being hired as an “independent non-personal service contractor” and is accountable to pay any applicable Social Security taxes, federal or local income taxes, and state unemployment insurance premiums for themselves, as well as any individual employed or subcontracted by them to provide services under this contract.

4.29. Government owned equipment will not be removed from Chaplain Corps facilities without authorization from the Wing Chaplain or Superintendent/NCOIC, Chapel Operations.

4.30. The Contractor must arrange for facility use and equipment and supply needs in accord with local policy and procedures for events, and special observances.
