About this file

This document is an attachment containing Department of the Air Force (DAF) Mandatory Contracting Guidance for federal contract FA302226Q0321 (Catholic RE Coordinator) and FA302226Q0307 (AFM).

The guidance establishes operational requirements for contractor performance on Air Force installations. An appointed ombudsman, Mr. Juan L Martinez (Deputy Director of Contracting, AFICC/KT, 210-652-1722, juan.martinez.2@us.af.mil), is available to hear and facilitate resolution of concerns from offerors and potential offerors, with escalation to the Department of the Air Force ombudsman available if unresolved. Contractors must comply with health and safety requirements on government installations, taking reasonable precautions to prevent accidents and preserve personnel health and safety, with violations subject to contract termination under the Default clause. Contractor personnel must obtain base identification and vehicle passes through written request to the contracting officer, wear installation identification badges, and comply with security procedures including DAFI 31-101 requirements for unescorted access to controlled or restricted areas. All personnel must provide after-hours contact information to the Emergency Mass Notification System. Common Access Cards (CACs) are required for personnel needing logical access to Department of Defense computer networks or physical access to facilities and buildings; contractors must provide personnel listings to the contracting officer for Contractor Verification System (CVS) approval and return all CACs within seven working days of personnel changes, expiration, or contract completion. Failure to comply with identification, CAC, or emergency notification requirements may result in withholding of final payment.

1. An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.

2. Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution.

Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).

3. If resolution cannot be made by the contracting officer, the interested party may contact the ombudsman, Mr. Juan L Martinez, Deputy Director of Contracting, AFICC/KT, 2035 First Street

West, JBSA Randolph TX 78150-4304, telephone 210-652-1722, juan.martinez.2@us.af.mil.

DC 20330-1060, phone number (571) 256-2395, facsimile number (571) 256-2431.

4. The ombudsman has no authority to render a decision that binds the agency.

5. Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the contracting officer.

Health and Safety on Government Installations
