Key details include that Barksdale AFB will provide access to ladders and tank hatches as needed, though ladders may lack safety rail attachments, and other climbing methods are acceptable. Contractors must be prepared to complete work in the event of ladder rail failure. The document also notes there is no guarantee of zero interruptions during performance, and invoices should account for additional time of five to nine days to complete the work. Attachment 3 – Considerations – 23QS052

The following items are things to consider when preparing invoice/quote for the Cathodic Protection

Requirement.

1. Barksdale AFB will provide access to ladders and tank roof hatches as needed.

a. There are ladders on the tanks, but there may not be a ladder rail safety attachment.

b. Other methods to climbing a tank ladder is acceptable, like a double latch system, i.e., two rope system where one is always attached.

c. The ladder rail systems have clip in device that could break at any time. Contractor needs to be able to be prepared for the situation and still be able to complete the work.

2. There is no guarantee of zero interruptions.

a. Generally, there is not an issue, however the proposed invoice cost should account for additional time to complete work whether 5 or 9 days.

b. The invoice should be based upon the perceived time and scope of the Performance

Work Statement (PWS).

3. Contractor should have all available equipment (to include safety equipment) to perform the inspection of elevated and ground water tanks, to provide the required inspection report.

4. Spare parts are acceptable to be brought and should be accounted for during preparation of invoice/quote.
