About this file
This is a Memorandum for Record documenting a justification to limit competition at or below the Simplified Acquisition Threshold for a single-source procurement.
The Army Contracting Command – Aberdeen Proving Ground (ACC-APG) Natick Division seeks to procure a 1-year license renewal of VGSTUDIO MAX Analyse Edition software through a Purchase Order under a Fixed Price contract vehicle, funded through RDTE for FY 2026. The requirement is for the U.S. Army Combat Capabilities Development Command – Soldier Center (DEVCOM-SC) to support science and technology projects related to material and ballistic performance analysis. The software includes modules for Advanced Surface Determination, Deep Segmentation and CT Reconstruction, Porosity and Inclusion Analysis, Fiber Composite Material Analysis, Foam/Powder Volume Meshing, Coordinate Measurement, and Nominal/Actual and Wall Thickness analysis. Delivery is anticipated within approximately 2 weeks. The contractor name and total contract value are redacted in this document.
The justification cites exclusive licensing agreements and brand-name requirements as the basis for single-source procurement under RFO FAR 13.101(b). The G6 office previously posted RFQ #566437 to the Computer Hardware Enterprise Software and Solutions (CHESS) contract vehicle but received no acceptable quotes, resulting in an approved Statement of Non-Availability (SoNA) dated 13 May 2026. The requirement is restricted to Volume Graphics software specifically, as DEVCOM-SC currently uses VG Studios and existing files are incompatible with alternative software. Hexagon Manufacturing Intelligence, Inc. is identified as the current manufacturer. Additional market research including internet searches, literature review, and contact with the original equipment manufacturer for authorized resellers confirmed limited sourcing options. Documentation supporting the brand-name description is required to be posted with the solicitation per RFO FAR 12.202(b)(1)(iii).

5. Reasons for Authority Cited:
a. The DEVCOM-SC G6 office posted Request for Quote (RFQ) #566437 to the Computer Hardware Enterprise Software and Solutions (CHESS) with the requirements of VG Studios MAX Cast & Mold (VGSTUDIO MAX Analyse Edition), however no acceptable quotes were received. As such, Statement of Non-Availability (SoNA) was completed and approved on 13 May 2026.
b. This requirement is restricted to Volume Graphics (VG) software. VGSTUDIO MAX Analyse Edition is the required software purchase to be compatible with Government instruments and testing requirements. The software service and maintenance must be compatible with the Government owned software. DEVCOM-SC currently uses VG Studios, and the files that have been generated with VG are not compatible with other software. Hexagon Manufacturing Intelligence, Inc. is the manufacturer of VG Studios that is currently used by the Government.
c. If the software is not procured, multiple science and technology (S&T) projects will be unable to be executed. With S&T work, we are looking to find and identify characteristics relating to the material and ballistic performance.
6. Publicizing Contract Actions: For FAR Part 13 actions, the public display and synopsis requirements of RFO FAR 5.101 and RFO FAR 5.301 do not apply due to the dollar threshold, apply and will be followed, or do not apply due to an exception at ______________________.
Requirement to post justification in accordance with RFO FAR 12.202(b)(1)(iii):
Documentation supporting a brand name description is required to be posted with the solicitation.
7. Market Research: The G6 office submitted RFQ #566437 to CHESS and did not receive any technically acceptable quotes. As a result, SoNA was completed and approved on 13 May 2026. The Program Office conducted additional market research including internet searches, reviewing market research results for other acquisitions with similar requirements, reviewing literature published from service providers, and contacting the original equipment manufacturer for a list of their authorized resellers.
