About this file
This document is a Brand Name Justification for a federal contract opportunity to purchase freestanding screens for the National Space Intelligence Center (NSIC). The government has determined that the Steelcase Flex Screens are the only product capable of meeting the unique requirements, including the need for magnetic edges to affix to existing furniture without creating tripping hazards. The solicitation is for a firm-fixed-price contract for the supply and delivery of 95 freestanding screens. The contract is being competed among Steelcase authorized dealers, which are primarily small businesses. The requirement is being solicited with a Brand Name Justification due to the need to protect information sensitive to national security. The contract opportunity has a solicitation number of FA8601-24-Q-0152, with a submission deadline of August 23, 2024. The award will be made on a Lowest Price Technically Acceptable basis to the offeror who submits the lowest evaluated price.

Estimated Contract Cost (including Options):
Contractor to provide freestanding screens (total qty: 95) with delivery only. NSIC (National Space Intelligence Center) requires these freestanding screens for use as visual barriers to protect information sensitive to national security. These dividers will be used by individuals with access to special programs that other individuals cannot view.
Based on extensive market research, Steelcase Flex Screens are the only product capable of meeting the unique requirement of the user. Due to programs that deal with National Security, freestanding screens are required as visual barriers to protect the information each individual has access to. Steelcase Flex Screens are unique in that they have magnetic edges, which will allow the screens to affix to the existing furniture without additional supports that could impeded walkways or create tripping hazards. Furthermore, these screens must meet vertical flame spread code requirements, which Steelcase Flex screens can meet.
There are other screens with freestanding feet, but they may create tripping hazards, and they are not available in the required widths. There are also screens that attach to one another with zippers, but that requires two to attach to one another to be able to stand up. This would require twice as many screens as is needed, and would also inhibit circulation and egress paths in the space. The requirement is only for product, with shipment or delivery to our facility, so there is no geographical limitation.
Because Steelcase is the only supplier that can provide the magnetic edges, brand name justification will ensure there is competition between Steelcase dealers. Steelcase provides a list on their website identifying authorized dealers who are able to supply furniture. Those dealers are primarily small business entities.
In the interest of protecting information sensitive to national security, the product availability was limited for this particular requirement. When new furniture is required and there is no need to adhere to the interests of national security, every effort is made by our organization to preclude single source or brand name selections. The requiring organization always and will in the future take extensive steps to ensure full and open competition.
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
