About this file

This is a Brand Name Justification memorandum from the 360th Explosive Ordnance Disposal (EOD) Training Squadron at Eglin Air Force Base requesting approval to purchase Novo Rover III X-ray systems. The justification is dated 17 July 2026 and is directed to the contracting office (82 CONS/PKA). Each system consists of a detector panel, x-ray generator, wireless communication equipment, custom tablet with software, and ruggedized case. The Squadron seeks to purchase these systems as they are listed as an existing program of record (Form 120) on the 3E8X1 Career Field Education and Training Plan (CFETP) by name.

The justification cites market research conducted through multiple vendor quotes to assess cost and timeliness for mission requirements. The equipment will supplement available resources for course J3ACR3E871 01AB, aligning the course's capabilities with operational flights across the Air Force. The Squadron commits to ensuring no changes have occurred to current enterprise X-ray equipment packages before acquiring additional systems. The memorandum includes certification by Lt Col Jay R. Marrou, Commander, that supporting technical and requirements data are accurate and complete. The contracting officer (Kevin F. Bowers, dated 24 July 2026) and Section Chief (Carol Dulaney, dated 21 August 2026) subsequently approved the justification.
