About this file
This document is a Brand Name Requirements Justification memorandum from the Department of the Air Force Air Education and Training Command, dated 14 Jul 2025, for a specialized Advanced Wire Repair Kit (DMC2038R) from Daniels Manufacturing Corporation (DMC). The tool kit is specifically designed for aircraft wiring repairs on advanced technological aircraft systems, intended to enable Field Training Detachment instructors to train newly assigned technicians in real-time wire repair techniques.
The memorandum details extensive market research efforts that determined the DMC tool kit was the only solution meeting their precise requirements, with unique features including custom drawer foam with tool cutouts, contents charts, and specialized training conferences. The Air Force found that DMC has directly collaborated with Sheppard AFB wire training instructors to create this specific kit, which includes proprietary components not available from other manufacturers. The document commits to continued research for potential future competitive alternatives while justifying the sole-source procurement for this specific training equipment.

MEMORANDUM FOR 82 CONS/PKA
FROM: 372 TRS/CC
917 Missile Road, Suite 200 Sheppard AFB TX 76311
SUBJECT: USAF ADVANCED WIRING TRAINING (tool kit) DMC2038R for DET 228 - Brand Name Requirements Justification
1. Description of the Supplies/Services: The Daniels Manufacturing Corporation (DMC) Advanced Wire Repair Kit is specifically designed for aircraft wiring repairs on the latest highly technological aircraft systems in the USAF inventory. This unique tool kit will allow our Field Training Detachment instructors the ability to train wire repairs in real time to newly assigned technicians to enable fully mission ready aircraft.
2. Efforts to Obtain Competition: We made every effort to obtain competition for our advanced wire repair training needs. As part of our market research, we explored all available options and sources of equipment and training solutions that could meet our requirements.
Despite our extensive efforts, the USAF ADVANCED WIRING TRAINING tool kit was the only tool kit comparable to what we were seeking in terms of both features and price. There were similar tool kits available, but none provided the same content requirements.
We did not identify any other companies that provide the exact product or service we needed, and we did not issue a source sought synopsis to find additional sources due to the limited number of comparable options available on the market.
While we would have preferred to obtain more competition, we believe that our market research was thorough and comprehensive, and we made every effort to identify and evaluate all potential sources to meet our requirements.
3. Market Research: Based on our market research, the USAF ADVANCED WIRING TRAINING tool kit is the best choice for our organization s training requirements and the host unit s needs compared to any other tool kit on the market. We conducted an extensive analysis of available sources and equipment options, including on-developmental items that could be modified to meet our requirements, and determined the selected system was the most effective solution. As a result, we are confident that this purchase will preclude the necessity for future brand name acquisitions of the same supplies/services.

4. Other Factors: In addition to the market research and efforts to obtain competition described above, there are other factors that support the use of the USAF ADVANCED WIRING TRAINING tool kit for our training needs.
Specifically, we have found that DMC has worked with Shappard AFB wire training instructors to create the DMC2038R kit for the USAF Advanced Wire Training Course. The DMC2038R also includes things not listed and not sold separately by anyone other than DMC. Such things not mentioned are drawer foam with cutouts for each tool, contents charts, and tool instruction conferences and individual groups on-site.
5. A Statement Of The Actions, If Any, The Agency May Take To Remove Or Overcome Any Barriers To Competition Before Making Subsequent Acquisitions For The Supplies Or Services Required. The USAF will continue to conduct research and review literature from industry-leading manufacturers and suppliers to source wire repair tool kits that are compatible with USAF ADVANCED WIRING TRAINING tool kit requirements and provide the best values to the Government.
