I. Contracting Activity.

20th Contracting Squadron, 321 Cullen Street, Building 216, Shaw AFB, SC 29152

II. Nature and/or description of the action being processed.

Request approval for a Brand Name Only Acquisition in accordance with FAR 6.302-1(c). Honeywell are the brand name manufacturers requested for this requirement. The proposed acquisition will result in one firm-fixed price contract to purchase the hardware and installation of Honeywell Vindicator Intrusion Detection System (IDS) at two controlled areas on Shaw AFB.

III. Description of supplies/services required to meet agency needs.

Install Honeywell Vindicator Alarm system to monitor/detect access into two controlled areas on Shaw AFB, SC and then signal/alert security personnel located in the geo-separated Alternate Base Defense Operations Center (BDOC).

IV. Statutory authority permitting other than full and open competition.

AFFARS 5313.501 - 10 U.S.C. 2302b, Implementation of Simplified Acquisition Procedures (41 U.S.C. 1901) Honeywell is the manufacturer of the Vindicator IDS. The IDS currently being utilized at Shaw AFB is the Vindicator IDS. The cost to change over the entire base to another manufacturer's IDS is estimated to cost over , which would be cost prohibitive and would have a detrimental affect on the security of several high visibility and mission essential facilities located on Shaw AFB.

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

The 9AF JOC requires the installation of an IDS to support 24/7 operations, classified up to the . The JOC will be utilized IAW AFI 31-101, the IDS provides the 20th Security Forces Squadron with the capability to assess alarms and initiate responses in a manner that will aid in preventing damage, destruction, or unauthorized access to the 9AF resources. Additionally, AFI 31-101 requires that when selecting IDS equipment and components, commanders must ensure compatibility with already installed equipment at the operational locations. Shaw AFB replaced the with Vindicator IDS in 2009, and all alarmed facilities under the purview of Shaw AFB have the Vindicator IDS installed. Shaw AFB's existing intrusion detection network is composed of Honeywell Vindicator Alarm products and can only communicate with components from the same manufacturer. Alternative manufacturers' components and interfaces are not compatible with the current system. As such, the purchase of an IDS system other than Honeywell Vindicator IDS for the controlled area would be contradictory to AFI 31-101.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

This requirement will be posted to beta.SAM.gov. Furthermore, market research conducted by the contract specialist revealed that there are several small businesses in the south-eastern United States that were capable of providing the installation of the required IDS.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

Determination of price fair and reasonable will be made IAW FAR 13.106-3(a)(2)(ii) Comparison of received price with prices found reasonable on previous purchases. This determination will be made prior to award based on FPDS-NG data of contract awarded for the similar services at various bases. Furthermore, it is anticipated that the government

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

Market research was conducted using SAM and SBA Dynamic Small Business searches. A search under NAICS code 561621 with keyword vindicator identified nine small businesses w/ active SAM registrations. All Nine businesses were contacted. Seven of these businesses confirmed that they were able to provided the installation of the required IDS and willing to provide a quote.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

N/A

X. List of any sources that expressed, in writing, an interest in the acquisition.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

Shaw AFB has made a substantial investment utilizing the Honeywell Vindicator IDS. Since only one IDS can be used on Shaw AFB, the requirement to add additional facilities and capabilities must remain compatible with the existing Honeywell Vindicator IDS. The Government would not receive benefit with a second IDS without a substantial duplication of cost to the Government that is not expected to be recovered through competition. In addition, there would be a substantial impact to the security of many high visibility mission critical facilities.

XII. Certification by the Contracting Officer.

As evidenced by my signature above, I have determined this document to be both accurate and complete to the best of my knowledge and belief.

XIII. Certification by the technical/requirements personnel.
