About this file

This is a Brand Name Justification document for federal contract requirement NB675010-26-01753 issued by the National Institute of Standards and Technology (NIST). The acquisition is for new Nokia Equipment and Support, specifically Original Equipment Manufacturer (OEM) radio access network (RAN) equipment and associated technical support services. The requirement is restricted to brand name Nokia products and services only.

NIST requires Nokia equipment because the agency is tasked with modernizing its Nokia measurement and antenna calibration methodologies, completing analyses within the United States, and developing measurement techniques to evaluate Nokia systems. Nokia RAN equipment and software are currently installed in NIST's test environment, and warranted technical support must be compatible with the existing Nokia hardware and software infrastructure to address broken or defective units or software disruptions. The justification establishes that use of non-Nokia equipment would render testing results invalid, as NIST would be unable to correlate real-world outdoor measurements to true Nokia device broadcasts or replicate authentic real-world deployment dynamics. The document is signed by Daniel Kent, the Contracting Officer, dated August 12, 2026.

BRAND NAME JUSTIFICATION

Requirement. NB675010-26-01753 Nokia Equipment and Support

This is a brand name requirement for Nokia Equipment and Support. This acquisition is for new Nokia products and services.

This purchase must be BRAND NAME Nokia products and services. NIST is tasked to modernize NIST’s Nokia measurement and antenna calibration methodologies, to complete analyses within the United States, and to develop measurement techniques to appropriately evaluate the Nokia system. Original Equipment Manufacturer (OEM) radio access network (RAN) Nokia equipment and software is currently installed in the test environment. Warranted technical support must be compatible with existing Nokia hardware and software in the case of broken or defective units or software disruptions. Without access to this Nokia equipment, NIST will be unable to correlate real-world outdoor measurements to true broadcasts by Nokia devices or replicate real-world deployment dynamics. Results from testing would not be relevant, consistent with the compiled date, or valid if other devices were used.
