About this file
This is a Requirements/Specification Document for a federal procurement of a 5G cellular base station system by NIST's Communications Technology Laboratory, Spectrum Technology and Research Division.
The procurement requires a single outdoor Nokia 5G C-band Next-Generation NodeB (gNB) base station to modernize NIST's measurement and antenna calibration methodologies. The system comprises three line items: (1) a Radio Access Network base station with a 5G outdoor baseband unit (2 x 100 MHz mMIMO with GPS and ACOC), a 5G n77 mMIMO outdoor 64T64R unit (1 x 100 MHz, 320W, 16 layers), and 5G main software with value packs; (2) RAN CARES Bronze technical support services for one year annualized across the base period and two option periods; and (3) Nokia staging and commissioning services including RAN LLD, integration, and beamforming test support. Delivery is required within 90 days after release of order (three months from award) to NIST-Boulder, with partial delivery acceptable. Installation includes vendor technician on-site for uncrating, equipment setup, start-up services, and turnkey installation with RAN LLD, integration, and beamforming test support. Training for up to 10 trainees will be provided both on-site and virtually, covering operation, maintenance, troubleshooting, and safety, with vendor-supplied materials. A one-year base manufacturer warranty covering labor, parts, travel, and returns applies, with Technical Support Services (CARES) Bronze within 5 business days. A 3-year maintenance plan including software updates applies across the base period and two option periods. The vendor must possess an active Export Control Classification Number (ECCN) and an active Unique Entity Identification Number (UEI) on SAM.gov at time of award. Power availability is 110V with 30A maximum current. Inspection and acceptance is not expected to exceed 7 business days and will include basic functional testing and key performance indicators verification. NIST will provide a 19" rack and current-generation handsets; 40 hours of on-site vendor travel for installation is required.
