About this file
This document is a Single Source Justification (Simplified Acquisition) for the purchase of a Honeywell Vindicator Intrusion Detection System for the Air Force. The contract, with Purchase Request Number F2MTL25139A001, requires the purchase, delivery, and installation of an Intrusion Detection System (IDS) for building 100, in accordance with specific Air Force standards. The system will include IDS equipment, a Balance Magnetic Switch, Passive Infrared and Passive Infrared Sensors, and will be networked with the existing Vindicator network/alarm system at JBSA-Lackland.
The justification for a single source stems from the current Honeywell Vindicator System being the existing system used by base Security Forces Squadron. Replacing the system with another brand would cause communication failures, require a complete overhaul of base installation systems, and potentially void existing warranties. The contracting activity (502 CONS/JBKAC) attempted to find alternative sources, contacting FPI and AbilityOne, who could not fulfill the requirement. A solicitation was set aside for small businesses, but received no responses. The document indicates the government will make efforts to maximize competitive offers in future acquisitions while recognizing the unique constraints of this specific procurement.
