About this file
This document is a Single Source Justification for a simplified acquisition to purchase 460 drums of smoke oil for the United States Air Force Air Demonstration Squadron (USAFADS). The government is seeking a brand name product limited to seven acceptable smoke oils from manufacturers such as Chevron, Shell, and Phillips 66. The requirement is to support USAFADS training and air show missions at Nellis AFB, Edwards AFB, and Truth or Consequences, NM. The contract is expected to be a firm-fixed price for a commercial item. Market research indicated at least two small businesses can fulfill this requirement. The justification notes steps to preclude future sole source awards, including continued market research. The contracting officer determined a single source is reasonably available in accordance with FAR 13.106-1(b)(1).
