About this file

This document is a Single Source Justification (Simplified Acquisition) for the renewal and purchase of additional licenses for Cisco Identity Services Engine (ISE) servers at Hurlburt Field, Florida and Cannon AFB, New Mexico. The estimated contract cost is $64,470.00.

The justification states that Cisco ISE is integrated into the federal network and is essential for personnel logging in, obtaining certificates, and administrators accessing network devices remotely. Changing the system would require extensive downtime, additional costs, and training. Market research was conducted, but no other viable alternatives were found. The Air Force Special Operations Command (AFSOC) will continue to search for better solutions and advertise the requirement in accordance with regulations. The Contracting Officer has determined that only a single source is reasonably available.

The related federal contract opportunity is for the Cisco ISE Server Installation at Cannon AFB, New Mexico. It is a 100% Small Business Set-Aside solicitation, with specific details provided in the attached Statement of Work.

Section A: General Contract Information

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No

Contracting Activity: 27 SOCONS

Project/Program Name: Cisco ISE Licenses Renewal & Installation

Purchase Request / Local ID Number: F2FF333342AC01

Estimated Contract Cost (including Options): $64,470.00

Section B: Description of the Supplies/Services Required

Renewal and purchase of additional licenses for Cisco Identity Services Engine (ISE) servers on the SAMS-ME network at Hurlburt Field, Florida & Cannon AFB, New Mexico as shown:

Section C: Justification for Soliciting from a Single Source or Brand Name

Cisco Identity Service Engine (ISE) is integrated into the federal network. Cisco ISE is essential for personnel logging into the federal network, obtaining certificates (802.1x) for their user machines, and for administrators accessing federal network devices remotely for configuration. Without Cisco ISE we would lose our ability to have 802.1x functions; which are Security Technical Implementation Guides (STIG) requirements for the network to operate. Since we have Cisco ISE installed at Hurlburt Field, FL, the systems need to match at our other operating location to remain functional. Changing would require extensive down time, additional cost, and training.

In compliance with guidance outlined in AFI 64-117 and to stay within compliance with Section 508 of the Rehabilitation Act, as amended in 1998 (PL 105-220) we can use Cisco brand name when purchasing communication and computer equipment and software. The authority for the AFSOC SOACS/CC to make these approvals comes from the "Comm Approval Authorization to Proceed with Purchases for the 492 SOACS Command and Control Mission Systems (C2MS) and Networks" memo signed by 1 SOCS/ CC on 23 April 2020. Cisco ISE falls under the control mission system: Specialized and Automated Mission Suite (SAMS) Mission Enclave (ME).

Section D: Efforts to Obtain Competition

Market research was conducted through the General Service Administration (GSA), National Aeronautics & Space Administration (NASA), and Solutions for Enterprise-Wide Procurement (SEWP) to find the best solution by the requiring activity and determine if there is significant enough benefit to change the brand licensing product. Interruption of services and man-hours required to facilitate any such transition was also taken into consideration. It has been determined that no such benefit currently exists. When other manufacture(s) submit their products to Defense Information Systems Agency (DISA) for approval we will consider them for purchase.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

In addition, this requirement will be advertised in accordance with the Air Force Manual (AFMAN) 17-1203 and guidance from the System Authority Facility (SAF)/ Chief Information Officer (CIO).
