About this file
This is a Use of a Single Source Below the Simplified Acquisition Threshold (SAT) document from the United States Air Force, 7th Contracting Squadron, seeking to procure Ops-Core AMP tactical communication headsets and associated accessories. The procurement is specifically for 20 tactical communication headsets, 20 downlead cables, 20 ear plug kits, 20 helmet rail mount kits, 25 platform adapters, 25 PRC-163 radio cables, and 25 modular push-to-talk (PTT) units, exclusively for use with the Thales AN/PRC-163 dual-channel, multi-band handheld radio platform.
The document justifies the single-source procurement by highlighting the unique technical requirements, including compatibility with PRC-163 communications systems, required certifications from Thales and L3Harris, and specific performance standards for EMI shielding, encryption, and operational security. A Sources Sought notice was posted on August 1, 2025, which received six responses, but none met the technical criteria. The Air Force determined that only Ops-Core headsets meet their minimum needs for compatibility, security, reliability, and mission assurance, therefore justifying the sole-source procurement under FAR 13.106-1(b)(1).

Estimated Contract Cost (including Options)
The United States Air Force, 7th Contracting Squadron, is seeking a qualified vendor to provide a versatile and robust tactical communication system that meets the requirements outlined in FAR Part 12 (Acquisition of Commercial Items) and FAR Part 13 (Simplified Acquisition Procedures). This system is intended for both garrison and field deployment and includes a noise-canceling tactical headset (Ops-Core Brand or Equal, tan), with an integrated microphone mount, designed for rapid conversion between a standalone headset and a helmet-mounted solution.
To ensure compliance with performance standards, these headsets must be certified by Thales or L3Harris for PRC-163 operation and fully compatible with the Thales AN/PRC-163 dual-channel, multi-band handheld radio. The system emphasizes modularity, with detachable downlead cables, push-to-talk (PTT) functionality, and the option for mission-specific configurations. Double hearing protection is a critical requirement, achieved through optional Near Field Magnetic Induction (NFMI) earplugs.
The key components of the tactical communication system include U174 binaural downlead cables (tan, 21"), NFMl-compatible earplug kits capable of standalone use, helmet rail mount kits allowing for earcup rotation when not in use, and platform adapters for seamless integration with Team Wendy EXFIL helmets and AMP adapter kits. Communication is supported through PRC-163 radio cables (tan, 21") and modular, dual-channel PTT units with recessed buttons and adjustable MOLLE clips.
In accordance with FAR Part 12, the government is seeking commercially available products that meet or exceed the stated requirements. This solicitation focuses on ensuring modularity, dual-channel PTT functionality, and double hearing protection, in line with operational needs for effective communication and hearing safety in a variety of operational environments. The following quantities are required:
1. Tactical Comm Headset – 20 Ea.
2. Downlead Cable – 20 Ea.
3. Ear Plug Kit – 20 Ea.
4. Helmet Rail Mount Kit – 20 Ea.
5. Platform Adapter – 25 Ea.
6. PRC-163 Radio Cable – 25 Ea.
7. Modular Push-to-Talk (PTT) – 25 Ea.
The Government requires the procurement of Ops-Core AMP headsets and associated accessories on a brand-name basis for exclusive use with the Thales AN/PRC-163 dual-channel, multiband handheld radio platform.
