Performance Work Statement
FOR
COMPLIANCE TESTING, EVALUATION, AND
MINOR REPAIR OF STORAGE TANK SYSTEMS
AT
WRIGHT-PATTERSON AIR FORCE BASE, OHIO
14 November 2023
1.0 BACKGROUND
Wright-Patterson Air Force Base (WPAFB) is located in southwestern Ohio, between the cities of Dayton and Fairborn. It is situated approximately 60 miles north of Cincinnati, Ohio and 50 miles west of Columbus, Ohio and occupies portions of Greene and Montgomery counties. The base is comprised of two areas, known as Areas A and B. Storage tanks containing petroleum products are located throughout the installation in both areas.
2.0 DESCRIPTION OF WORK
In carrying out work assignment(s) issued under this PWS, the Contractor shall furnish the personnel, services, equipment, tools, materials, vehicles, facilities supervision and other requirements necessary for, or incidental to, the performance of work set forth herein and be responsible for safeguarding proprietary and other sensitive information. The Contractor shall be immediately capable of addressing and interpreting all aspects of applicable Federal, State, and local rules and regulations and industry standards.
Wright-Patterson AFB has an inventory of underground and aboveground storage tanks. The majority of these tanks store petroleum products and are equipped with tank gauging and release detection systems. In order to maintain compliance with Federal, State, and local tank regulations, it is necessary to periodically conduct integrity testing, containment testing, evaluation of tank gauging and release detection systems, compliance evaluations, and minor repair and adjustment of specific tank systems. The Contractor shall provide all personnel, equipment, tools, materials, supervision, and other items necessary to perform tasks under this statement of work. Under the terms of this agreement, all work performed shall be accomplished in accordance with all applicable Federal, State, and local rules and regulations and industry standards.
3.0 OBJECTIVES
The objective of this work is to conduct integrity testing, compliance evaluations, containment testing, evaluation of specific tank gauging and release detection systems, and minor repair and adjustment of specific tank systems as required by the Technical Representative and in accordance with all applicable tank regulations and accepted industry standards. A list of underground storage tanks which may require periodic integrity testing and containment testing in accordance with Ohio Administrative Code (OAC) 1301:7-9 requirements is attached. In addition, integrity testing, containment testing, and operational compliance inspection and documentation of other specific tank systems may be necessary periodically depending on condition of tanks, tank monitoring systems, and suspected problems or leaks. All operational compliance inspections on underground storage tanks will be conducted and documented in accordance with OAC 1301:7-9 and State of Ohio Bureau of Underground Storage Tank
Regulations (BUSTR) requirements. All work on aboveground storage tanks will be documented on accepted industry standard forms or equivalent.
The need for emergency integrity testing of underground storage tanks suspected of leaking may occur infrequently and may require expedited services of the Contractor to perform the required testing.
4.0 GENERAL CONTRACTOR REQUIREMENTS
The Contractor shall furnish all labor, materials, equipment, and supplies necessary to complete the requirements of this SOW within the schedule specified below. All costs incurred in completion of this SOW will be borne by the Contractor.
4.1. GOVERNMENT PROPERTY. All documents, photographs, maps, graphics, mailing lists, computer files and the like developed by the Contractor in completing the requirements of this SOW are Government property and will be delivered to the 88 CEG/CEIEA point of contact (POC) upon completion of the task. All contractors taking photographs must be escorted and use a digital camera. The pictures must be reviewed and approved by the WPAFB CE OPSEC Manager before the Contractor leaves the base.
4.2. DATA SECURITY. The Contractor shall not release any data, reports, or materials collected or developed while completing this project without the expressed written consent of the 88 CEG/CEIEA POC.
4.3. DELIVERABLES. Documentation of work performed under this scope will follow OAC requirements for USTs and industry standards or equivalent for other tank work and will be approved by the 88 CEG/CEIEA Technical Representative prior to use.
Documentation of work performed will be submitted to the 88 CEG/CEIEA Technical
Representative under separate cover letter containing the Contractor’s company name, address, and contact information. All cover letters will contain a description of the work performed, the date and location where the work was performed, and names of personnel involved. The results of work performed will be attached to the cover letter.
4.4. CONTRACTOR QUALIFICATIONS. All work under this scope must be performed by an experienced individual(s) with demonstrated knowledge of tank systems and holding a current certification from BUSTR as an Underground Storage Tank (UST) installer or supervised by an individual with current certification from BUSTR as a UST installer.
Evaluation of Veeder-Root and other Automatic Tank Gauging (ATG) and release detection systems shall be performed by an individual knowledgeable of these systems.
4.5. GENERAL PROVISIONS. All reports, maps, photographs, notes and other work developed in the performance of this contract shall be and remain the sole properties of the Government and may be used by the Government on any other work without additional compensation to the contractor. The contractor agrees not to assert any rights and not to establish any claim with respect thereto. The contractor agrees to furnish all retained materials on the request of the contracting officer. The contractor shall be responsible for the accuracy and validity of the material presented in their reports.
4.6. SCHEDULING. The Contractor shall schedule all work to be performed in advance with the Technical Representative to ensure regulatory compliance dates are met. The
Contractor shall respond to emergency work within 24 hours of notification. The
Technical Representative(s) will notify the contractor in advance of non-emergency work to be accomplished. The Contractor will obtain approval from the Technical
Representative for all schedules of work to be performed.
5.0 GENERAL INSTRUCTIONS TO THE CONTRACTOR. The following conditions shall be observed by the Contractor:
5.1. Any work performed in/around the War Fighter Training Center must be coordinated with the organization that manages the site. The CEIEA POC will coordinate all activities on behalf of the contractor prior to mobilization.
5.2. The contractor must familiarize himself with the hours of gates that impact access to each work area, and coordinate access to all work areas through the 88 ABW/CEIEA
POC.
5.3. The contractor must abide by applicable state traffic laws.
5.4. Before starting any work whereby traffic would be impeded or hindered, especially fire trucks and police vehicles, notify the Base Fire Department at 257-6933 and Security
Forces at 257-6959 or 257-6516 at least 72 hours prior to placing any barricades. The site work hours are Monday through Friday, daylight hours, however notify the program manager if planning to work past 5:00 p.m. Work may be accomplished on Saturdays, Sundays or government holidays with written concurrence from the program manager or contract administrator.
