About this file

This document is a Statement of Work (SOW) for the installation of a used oil storage tank at Sheppard Air Force Base, Texas. The project requires a contractor to purchase, deliver, and install a 500-gallon Waste Evac Used Oil Storage System (model H500) at 1328 Heritage Way, B2141. The SOW provides detailed technical specifications for tank testing, placement, air line and suction line connections, vent installation, and product testing. Key installation requirements include carefully handling the tank, conducting pressurization tests, grounding the tank, using ½" galvanized steel air lines, installing a condensate separator, and testing the functionality of the equipment by moving used oil from a drum into the tank.

The associated federal contract opportunity (Solicitation Number FA302025Q0053) is a small business set-aside Request for Quotes (RFQ) issued by the Department of the Air Force Air Education and Training Command. The solicitation seeks a Firm Fixed Price contract for the oil tank installation, with a 120-calendar day performance period. The total estimated value falls under NAICS code 238220 with a small business size standard of $19.0M. Quotes must include pricing for shipping, unloading, and installation, and remain valid through September 30, 2025. The solicitation closes at 10:00 AM CDT on June 27, 2025, with a site visit scheduled for June 23, 2025.

B2141 Tank Installation SOW

General: This project is to purchase and install a new storage tank for used oil to replace the tank at 1328 Heritage Way, B2141, Sheppard AFB, TX, 76311.

Scope: This project requires a contractor to test and install a 500 gallon Waste Evac Used Oil Storage System (model/manufacturer part number: H500) (BRAND NAME OR EQUAL). This will require providing the tank and delivery. The Oil Storage Tank must comply with Attachment 1 – Oil Storage Tank – Specifications. Delivery includes placing the tank inside of the facility, near the northwest corner. Connect the air compressor line to the 500 gallon or equal tank. Testing of the tank is required following installation to ensure equipment works as intended.

Specific Actions Required:

1. Tank Testing:

1.1. Handle tank carefully. Use cables or chains of adequate length (not more than 90 degrees between the chains) attached to lifting lugs provided. Oversize hooks will tear the lift lugs—use shackles, if necessary.

1.2. For compliance with model fire and building codes, the tank must be tested in the field before filling or use. The inner tank should be pressurized with air to a maximum of 3 psig. If the tank is a double-wall tank, the inner tank should be pressurized to a maximum of 3 psig, then the outer tank should be pressurized to a maximum of 2psig.

The test pressure should be held for 1 hour. Use a gauge with a 0 to15 psig dial span. Set pressure relief valve in test air supply line at 3 psig. While the tank is holding pressure, brush a water and soap solution on the weld seams.

1.3. Do not leave pressurized tank unattended.

1.4. Do not stand in front of tank heads or fittings when pressurizing tank.

1.5. Be sure all drain plugs are secure by applying suitable thread sealant or pipe dope around plugs.

1.6. Model fire codes require the installation of emergency and normal vents on the top of the tank. Consult with the local Authority Having Jurisdiction (AHJ) and the fire codes for the proper installation.

2. Tank Placement and Testing:

2.1. The tank is designed for lifting and positioning with the use of a fork lift or crane. If a crane is used, the straps must be positioned underneath the bottom of the system’s cabinet.

2.2. Ground the tank according to local code and National electrical code requirements.

2.3. The tank is designed to be anchored to a concrete foundation with ¾” concrete anchor bolts. If the tank will be installed in a seismic zone, consult the factory for the specific design of the concrete pad and anchoring system.

3. Air Line Connection:

3.1. Use ½” galvanized steel air lines to connect the system to the nearest compressed air source.

3.2. An ½” in-line condensate separator must be installed between the air source and the ball valve to prevent water from clogging the diaphragm pump and shut-off valve.

3.3. Install the air operated high level shutoff valve.

3.4. Check and adjust the air/filter regulator (included with the system) to 50 psig. This pressure setting is the optimum setting for the system. Maximum pressure limit is 100 psig.

4. Suction Line Connection:

4.1. The system comes with a ¾” x 8’ UL listed hardwall suction hose and a dry-break quick connect coupler. The female coupler remains attached to the suction hose.

4.2. A (Y) Screen Filter (supplied with the system) shall be attached in line before the hose.

5. Working Vent Installation:

5.1. Install the working vent(s) mushroom cap (provided) and emergency vent(s).

6. Product Testing

6.1. Test the functionality and proper installation of equipment by utilizing the double diaphragm pump to move used oil from the drum into the tank.
