About this file

This file is an Industry Question and Answer (Q&A) Matrix template designed for the ASTROS II pre-solicitation to collect formal inquiries, comments, and recommendations from industry partners regarding draft acquisition documents. The template establishes submission requirements and formatting standards for industry feedback on various documents including the Performance Work Statement (PWS), contracting terms, and technical specifications. Respondents must complete all required columns (Contractor name, Reference document/page/section, Query Type by SME discipline, Question/Comment with proposed language changes using strikethrough and underline formatting, and Rational/justification) with each distinct inquiry submitted as a separate row. Submissions must be completed by 1600 PST on July 30, 2026, and must maintain the exact template structure without alterations to column widths or formatting; non-compliant submissions will not be reviewed.

The Government will consolidate all industry submissions and publish formal responses on or before August 6, 2026. The template includes columns for government use only (Decision disposition and Government Response), with decision options coded as A (Accept), R (Reject with written justification), or M (Accept with Modification with written justification). This Q&A process supports the ASTROS II requirement for advanced rocket propulsion testing services, which involves evaluating, engineering, reconfiguring, and modifying experimental research test equipment, test stands, and associated systems across multiple scales from bench-scale components to launch booster-class engines. The template itself contains no pricing information, contract vehicle designation, or specific award timeline beyond the Q&A response schedule.

To ensure a thorough and timely review, respondents must provide complete and accurate entries in all required columns (Columns 2 through 6).

CRITICAL FORMATTING REQUIREMENT: To facilitate the seamless consolidation of feedback from multiple industry sources, do not alter, delete, or adjust any column widths, cell formatting, or the overall structural layout of the worksheet. Submissions that modify the template's structure may be returned to the sender without review.

Submit completed matrices to the designated POCs by 1600 PST on July 30, 2026. Late or non-compliant submissions will not be reviewed. The Government will consolidate all inquiries and publish formal responses on or before August 06, 2026.
