About this file

This is a Draft Performance Work Statement (PWS) for the Aerospace Systems Technical Research and Operations Services (ASTROS) II contract issued by the Air Force Test Center at Edwards Air Force Base, California, dated June 17, 2026.

The PWS describes operational support services required by the Air Force Research Laboratory (AFRL) Edwards Site to conduct research and development of rocket propulsion, space systems, and their components. The contractor must evaluate, engineer, reconfigure, and modify experimental research test equipment and Property, Plant, and Equipment (PP&E) test stands; perform research and development test operations and support; and maintain special test equipment and support infrastructure. The scope is limited to engineering services for PP&E modification and integration, with any alterations to real property strictly ancillary and minor in scope, and modifications must be approved by the Contracting Officer and Edwards AFB Civil Engineering. The contractor must demonstrate specialized knowledge across all rocket propulsion testing scales, from bench-scale liquid engine components to launch booster-class engines, and possess expertise in combined cycle designs, spacecraft propulsion, and propulsion system component testing.

Key operational requirements include establishing and maintaining security programs per DD Form 254, achieving a favorable National Agency Check with Inquiries (NACI) clearance for personnel, complying with physical security protocols and restricted/controlled area badge requirements, and prohibiting Foreign Nationals from working at Edwards Site. Safety obligations mandate an on-site, full-time qualified safety officer with OSHA/CalOSHA certification and test engineering experience; development of an Injury and Illness Prevention Program (IIPP); hazard and risk assessments for all hazardous operations; and mishap reporting and investigation support. Environmental compliance requires adherence to federal, state, and local regulations including the Clean Air Act, Clean Water Act, RCRA, and CERCLA; an approved AF Form 813 Environmental Impact Analysis prior to project initiation; and maintenance of hazardous materials inventories and Safety Data Sheets. The contractor must develop and maintain a Quality Control Plan addressing identified PWS areas, implement a Management Information System capable of distinguishing multiple funding sources and providing government fiscal year reporting, establish Work Plans for all task assignments through an Integrated Product Team process that includes cost, schedule, scope, and resource definition, and provide a transition plan minimizing work interruptions during phase-in/phase-out periods. Base support will be provided, including approximately 1,000 square feet of office space, access to Edwards Research Site fabrication and mechanical shops, utilities, computer network support, office custodial services, refuse collection, facility maintenance, pest control, hazardous material incident response, emergency medical services, security forces, and firefighter support.
