About this file

This is a Limited Asbestos Survey Report for Texas Agrilife Building 4 in Bushland, Texas, conducted on August 30, 2010 for Mr. Lloyd Banghart of USDA-ARS.

The survey involved sampling 39 building components using non-destructive methods to identify asbestos content. Materials tested as asbestos-containing include: off-white texture/joint compound (samples 04, 05, 06), off-white interior window glazing (13, 14, 15), pipe fitting insulation (16, 17, 18), off-white 2x4 ceiling tile with 5 holes (22, 23, 24), grey caulking (31, 32, 33), and grey transite wall panels (37, 38, 39). Specific asbestos types identified include chrysotile at 2-50% concentrations and amosite at 8-10% in ceiling tiles. The report emphasizes that this represents a limited survey due to restricted sampling scope, and recommends that all untested materials be considered asbestos-containing until proven otherwise. The survey was conducted by Glen Ashton, a Texas-licensed asbestos consultant (License #10-5243), with laboratory analysis performed by Apex Precision Analytical Services under NVLAP accreditation (Lab Code 200633-0) and Texas Department of State Health Services certification (License #300312). The report includes recommendations that any asbestos-containing materials exceeding 1% must be removed by a Texas-licensed abatement contractor following plan design specifications and air monitoring protocols.

DISCLAIMER

This Limited Asbestos Survey Report was compiled for the Mr. Lloyd Banghart This limited survey was conducted utilizing a non-destructive method of research to determine asbestos content in the building. Items such as fire hoses, elevator brake shoes, roofing materials, chalk boards, transite panels, electrical wire insulation, safes, fire proof filing cabinets, fire proof doors, and materials inside ducts and boilers are seldom tested but should be assumed as asbestos containing until tested. Areas located in the building that are entombed in walls, tunnels, ceilings, floors, air ducts and chases were not tested to determine asbestos content, therefore, any suspicious material not listed in the report may contain asbestos. All suspicious material should be considered asbestos-containing until tested and proven different.

This survey should be considered limited because the Owner or the Owner's Representative limited the number of building components to be sampled.

Re: Limited Asbestos Survey; Texas Agrilife, Building 4, Bushland, Texas.

Dear Mr. Banghart:

On August 30, 2010 a limited asbestos survey was conducted at the location referenced above. Enclosed is a copy of the chain of custody, lab results from Apex Precision Analytical, and the sample location drawing.

During the course of the limited asbestos survey a total of thirty nine (39) samples were taken as shown on the chain of custody at the location referenced above. Due to either unsafe conditions or by direct request of the owner these were the only materials tested for asbestos, therefore this should be regarded as a limited survey.

Of the materials that were tested the following sample(s) were found to be asbestos containing:

G0830104-

04, 05, 06 - Off White Texture/ Joint Compound 13, 14, 15 - Off White Interior Window Glazing 16, 17, 18 - Pipe Fitting Insulation 22, 23, 24- Off White 2 X 4 (5 Hole) Ceiling Tile 31, 32, 33 - Grey Caulking 37, 38, 39- Grey Transite

No other materials other than the ones tested and found to be non-asbestos containing can be interfaced.

All products not tested should be considered asbestos containing and should be tested for asbestos before they are disturbed in any way. All materials that contain more than 1 % are considered to be asbestos containing. If found to be asbestos containing, the asbestos containing materials should be removed before interfacing, utilizing a Texas licensed asbestos consultant to perform plan design specification and air monitoring. After plan design specification are complete, a qualified asbestos abatement contractor that is licensed in the state of Texas should be obtained to perform abatement

BULK SAMPLING PROCEDURES

A. METHODOLOGY STATEMENT

In all possible cases, the statistically random sampling techniques as outlined in EPA 560/5-85-030a were utilized following the sampling area grids provided. Large, non adjacent homogeneous areas were divided into separate sampling areas in order to more logically fit the recommended grids. When the homogeneous areas had to be divided to better fit the grids, the minimum number of recommended samples were taken in each area as a cost savings measure still maintaining the necessary confidence level. Only when necessitated by imposed restrictions, i.e. inaccessibility, non-destruction, owner convenience, economics etc. were the statistically random sampling procedures not followed.

B. BULK SAMPLING PROCEDURES:

The bulk samples were collected in accordance with EPA 560/5-85-30a. Specific protocol included:

Samples were taken in unoccupied areas.

The surface of the material to be sampled was misted with amended water.

The sample was taken following approved procedures. All samples were taken with a reusable core-borer or by removing a small piece of material with a sharp instrument.

The sample instrument was properly cleaned after each use to prevent cross contamination.

The sample material was placed in a uniquely marked container for transport to the laboratory for analysis.

The damaged sample area was sealed with an approved sealant.

Any debris from the sampling properly cleaned using wet methods.

C. BULK SAMPLE LOCATION

Texas Agrilife, Building 4, Bushland, Texas.

D. BULK SAMPLE DATA

The laboratory results of the bulk samples and field data sheets are reported in the section following the bulk sample location drawings.

DANGER

CONTAINS ASBESTOS FIBERS

A VOID CREATING DUST

CANCER AND LUNG DISEASE HAZARD

Encapsulate: A material that surrounds or embeds asbestos fibers in an adhesive matrix, to prevent release of fibers.

Enclosure: The construction of an air-tight, impermeable, permanent barrier around asbestos-containing material to control the release of asbestos fibers into the air.

EPA: Environmental Protection Agency.

Fallout: The intermittent release of fibers which occurs as a result of weaken bonds in the material, or because of deterioration.

F/CC: Fibers per cubic centimeters of air.

Fibrosis: A condition of the lungs caused by the inhalation of excessive amounts of fibrous dust marked by the presence of scar tissue.

Fireproofing: Spray or trowel - applied fire resistant materials.

Filter: A media component used in respirators to remove solid or liquid particles from the inspired air.

Friable Asbestos Material: Material that contains more than 1.0% asbestos by weight, and that can be crumbled, pulverized, or reduced to powder by hand pressure when dry.

Glove Bag: A sack (typically constructed by 6 mil transparent polyethylene or polyvinylchloride plastic) with two inward projecting long-sleeve gloves, which are designed to enclose an object from which as asbestos-containing material is to be removed.

HEPA Filter: A High Efficiency Particulate Absolute (HEP A) filter capable of trapping and retaining 99.97% of asbestos fibers greater than 0.3 microns in length.

HEPA Vacuum Cleaner: High Efficiency Particulate Air (absolute) filtered vacuum collection equipment with a filter system capable of collecting and retaining asbestos fibers. Filters should be of 99.97% efficiency for retaining fibers of 0.3 microns or larger.

High Efficiency Filter: A filter which removes from air 99.97% or more of monodisperse dioctyl phthalate (DOP) particles having a mean particle diameter of 0.3 micrometer. •

Homogeneous: Similar in appearance and texture throughout.

Industrial Hygienist: A professional qualified by education, training, and experience to recognize, evaluate, and develop controls for occupational health hazards.

Lung Cancer: An uncontrolled growth of abnormal cells in the lungs which normally results in the death of the host.

lVIedical Surveillance: A periodic comprehensive review of a worker's health status.

The required elements of an acceptable medical surveillance program are listed in Occupational Safety and Health Administration standards for asbestos.

Mesothelioma: A relative rare form of cancer which develops in the lining of the pleura or peritoneum with no known cure.

Micron: One millionth of a meter.

Miscellaneous ACM: Asbestos-containing building material on structural components, structural members or fixtures, such as floor and ceiling tile; does not include surfacing material or thermal system insulation.

Negative Pressure Respirator: A respirator in which the air pressure inside the respiratory-inlet covering is positive during exhalation in relation to the air pressure of the outside atmosphere and negative during inhalation in relation to the air pressure of the outside atmosphere.
