publishing a fair and reasonable cost/range and awarding to the highest non-cost factors rated Offeror. The non-cost factors would potentially include several approach / capability requirements evaluated on a pass / fail basis and the inclusion of a corporate experience / past performance based self-scoring system with weighted scoring based on relevancy compared to the instant requirement and the level of importance to the instant requirement. Under this potential approach, the awardee would be the Offeror that is evaluated as “Pass” under all required elements with the highest Government evaluated score with a fair and reasonable cost/price.

An alternative approach under consideration is the use of the more traditional “Best Value” approach with Past Performance, Technical Approach, Cost/Price with established minimum direct rates and a minimum total cost/price realism limit in descending order of importance. The Government is requesting industry feedback on the potential approaches or recommendations for alternative approaches.
