SUBJECT: Assumption of Risk for Aviation Body Armor Vest (ABAV)
1. HQ AFSOC/A3 approves the Aviation Body Armor Vest (ABAV) and accessories for all Air Force Special Operations Command (AFSOC) non-ejection aircrew members. Aircrew Flight Equipment (AFE) sections will continue to inspect and maintain the ABAV system and its components, including the Cummerbund Tactical Aid to Floatation (CTAF) per technical guidance.
2. The Human Systems Division (HSD) provided an interim safe-to-fly for ABAV while they completed an evaluation of the equipment for H-1/HH-60 helicopters and CV-22 aircraft for all aircrew positions. In December of 2022 HSD completed their evaluation for ABAV and advised the MAJCOMS that ABAV is not safe-to-fly and exposes aircrew to multiple risks. The risks were identified using the risk assessment matrix (see attached memo). All identified risks were found to be of low severity with the frequency of occurrence being rarely to the highest frequency being occasional. Regardless of the significance, all risks identified will be briefed during appropriate "LL" courses, e.g., LL01 Aircrew Flight Equipment Familiarization and LL02/LL03 Emergency Egress to ensure 100% aircrew safety and understanding of risks associated with equipment use.
3. AFSOC assumes operational safety, suitability, and effectiveness responsibility for the Aviation Body Armor Vest for all non-ejection aircrew. As a commercial off-the-shelf item, the unit's responsibility is to ensure configuration management with the appropriate technical guidance and sustainment of the ABAV and its components. AFE will conduct familiarization training before an aircrew member's first flight and collect aircrew feedback on equipment issues/concerns moving forward. Any concerns with manufacturing or equipment safety will be routed through AFSOC/A3OZ.
